We welcome candidates who bring a wide variety of backgrounds and experiences to join us in working toward MSF’s social mission.Role OverviewThe Temporary Project Manager, Federal and State Humanitarian Campaigns, will develop targeted, constituent-facing advocacy and campaigning strategies for the Humanitarian Team as part of the MSF-USA program department’s work in the United States. The Temporary Project Manager will work in the Programs department and have a specific geographic focus on the Occupied Palestinian Territory (OPT).They will develop and implement grassroots education and advocacy campaigns to engage key constituencies, contribute to innovation in advocacy strategies, support campaign monitoring and learning efforts, conduct research and power mapping to identify key decision-makers, track developments relevant to advocacy priorities in OPT, and coordinate outreach with allies, coalitions, and networks to advance campaign goals. They will serve as the project lead for this portfolio, which includes travel as needed, and work closely with internal teams to align strategies and implement joint tactics.Department AccountabilitiesSupport for MSF Medical and Humanitarian ProgramsThe Programs Department supports the medical humanitarian programs of the MSF Movement in different ways. Each unit contributes to one or more of these responsibilities:Advocacy and Representation in support of Operations – develop strategies to influence public policy debates and private bilateral engagements on behalf of MSF.Research, Analysis, and Data Management in support of Operations – direct, perform, or facilitate research to address questions posed by Operations. Track and analyze specific policies and practices of governments, multilateral organizations, and others as requested by Operations.Grantmaking in support of MSF medical humanitarian programs and movement initiatives.Monitoring of the Regulatory Environment - engages with regulatory issues affecting Programs to ensure grant-making compliance and inform Operations and the International Legal Department.Monitoring of the Policy Environment: Engages with Policy issues to ensure information sharing and action based on the movement's medical and operational needs.Stakeholder Engagement: Identify, analyze, plan, and implement actions designed to engage with external and internal stakeholders to support medical humanitarian programming.Contribution to Medical Operational Humanitarian Projects - contributes to the management and implementation of specific medical operational humanitarian discreet projects managed by MSF USA.US representation, engagement, and collaboration – represents domestic social mission external relationships on behalf of the medical operational entities of the movement to create, maintain, and expand stakeholder engagement.Roles Specific OutcomesConnectivityChampion constant stakeholder dialogue – both internally and externally – by modeling the behavior of staying engaged with key stakeholders both inside and outside the organization.Public/Government Relations Campaign PlanningDevelop tactical public campaigns to assist in the achievement of campaign and organizational goals.Public/Government Relations Campaign ExecutionExecute a public campaign plan to advance the achievement of organizational goals and ternal and External Stakeholder ManagementDevelop and implement stakeholder engagement plans for projects to identify relevant stakeholders, develop positive stakeholder relationships, and ensure that each stakeholder has an appropriate share of voice.Stakeholder EngagementContribute to stakeholder engagement by identifying stakeholders, understanding their needs, issues, and concerns, and responding by organizing meetings and events, as well as drafting support materials to foster understanding and commitment.Project Reporting and ReviewManage the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on changeThese core accountabilities should not be construed to contain every function/responsibility that may be required to be performed by an incumbent in this job. Incumbents are required to perform other functions as plexity And Problem-Solving SkillsAbility to work cooperatively in a cross-cultural setting with long-distance working relationships, and strong facilitation, project management, and organizational skillsThoughtHow MSF USA staff understand the organization, manage complexity, and contribute by creating new and different.Desired Qualifications & ExperienceAt a minimum, the Job Holder should possess:Degree in communications, public health, political science, social science, or equivalentAt least 5-8 years of experience in developing and executing grassroots advocacy strategies and public-facing constituent-targeted campaigns in the not-for-profit sectorKnowledge of US policymaking processes and experience influencing government and/or private sector actors.Knowledge of the US political and financial landscape in relation to Israel and Palestine is an assetExperience liaising with members of governments, pharmaceutical companies, NGOs, and/or multi-lateral organizations as an assetDemonstrated ability to communicate effectively with diverse audiences, both orally and in writing.Proven ability to work independently and collaboratively within cross-functional teamsTravel RequirementsMust be able to travel domestically and to key constituency locationsCompensation$88,822 to $133,233, depending on experienceNote: This is a temporary position expected to run through the end of April 2026.
