Job Title: Program ManagerThe purpose of this requirement is to assess, plan, implement, and monitor an effective OCIO administrative support service program (comprised of property and facilities management, on/offboarding, procurement support, human resources support, logistics, and executive support) at NIH to provide objective business insights and enable faster decision making while reducing risk.Reports To: TBDPosition Type and Expected Hours of Work: Full Time / 40 hours within the Eastern Time ZoneTravel Required: The onboarding individual will need to visit local government offices multiple times to complete the security clearance process. This includes completing fingerprints and picking up a PIV badge and government-issued equipment. Travel may be required.Key Responsibilities:Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.Takes projects from original concept through final terfaces with all areas affected by the project including end users, computer services, and client services.Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports.Conducts project meetings and is responsible for project tracking and analysis.Tracks funding and burn rates for all projects being executed in support of this contract.Ensures adherence to quality standards and reviews project deliverables prior to delivery.Manages the integration of vendor tasks and tracks and reviews vendor deliverables.Qualifications and Requirements:Education and experience: BA or BBA; 5+ years of project management experience.Must have excellent verbal/written communication skills and effective interpersonal skills.Must be detail-oriented, organized, and self-motivated with high attention to detail.Excellent organizational skills with an ability to think proactively and prioritize work.Familiarity with online calendars, cloud systems, and ERPs.Absorb, organize, and communicate large quantities of information in a fast-paced environment in a clear, concise, and accurate manner.Keep informed of the mission, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the municate with senior staff, customers, and other staff in a manner that is clear, concise, succinct, and professional.Manage a variety of functions simultaneously and with flexibility to work under competing demands and deadlines.Operate independently and work collaboratively in a team environment.Advanced proficiency in Microsoft Office products including Microsoft Outlook and PowerPoint, Teams, and other communications platforms such as Zoom.Security: Personnel must be eligible for Common Access Cards (CACs).Preferred Qualifications:Certification: PMP or equivalent.Experience working with National Institutes of Health, Health and Human Services, or similar.Experience providing administrative support services in support of a Chief Information Office or similar IT services organization.Application Process:Interested candidates should submit a proposal detailing their experience and qualifications as related to the scope of work.
