We have an immediate opening for a Manpower & Manning Analyst to support the Admin Department (N1) of the Surface Combat Systems Training Command (SCSTC). In this role, you will directly influence Navy training readiness, workforce planning, and resource alignment across the Fleet. The position is on-site in Dahlgren, VA, with some travel may be required.ResponsibilitiesReview Training Project Plans and provide written change recommendationsConduct position mapping with SCSTC N1 / N7 and support POM / Feasibility Study analysesCollect and analyze data to identify and prioritize billets, training devices, and facility requirementsSupport demand signal planning, TPM surge analyses, and capacity determinationsResearch, analyze, and report training metrics; prepare briefings for leadershipReview and evaluate manpower databases (TFMMS, CeTARS, FLTMPS, AMD) to determine requirements and trendsRequirements3+ years in Navy MPT&E / manpower / manning analysis or equivalent program analyst roleWorking knowledge of AMD / TFMMS, FLTMPS, CeTARS, BOL / NEC concepts, and fit/fill metricsStrong skills in Excel (PivotTables, VLOOKUP / XLOOKUP, Power Query) or SQL; able to build repeatable dashboardsCompletion of Questionmark Perception (or successor) training; required for all SCSTC schoolhousesExperience with SCSTC / NETC training pipelines and instructor NECsDesiredFamiliarity with load planning, course convening models, and scheduling constraintsExperience with OBIEE, SharePoint, and TeamsStrong briefing and coordination skills across government / contractor teamsPrior Navy PMAP experiencePrior Navy billet alignment analysis experienceAdvanced Excel and/or Power BI for dashboards, reporting, and forecastingKnowledge of AI-supported data initiatives for workforce planningEducationBachelor’s degree preferred; significant relevant Navy manpower experience accepted in lieu of degreeClearanceMust be able to obtain and maintain a Secret ClearanceBenefitsPrevailance, Inc. proudly supports veterans as a member of the V3 (Virginia Values Veterans) program and the Hire Vets initiative.
