Support includes management and administration of prime contracts, subcontracts, Government Furnished Property and procurements, principally in the Defense industry. This role does not require a Government Security Clearance initially, but requires the candidate to be able to obtain a Government Security Clearance. This position will be at the TUG office in San Diego, CA.Responsibilities Include But Not Limited ToFederal acquisition/contracts life cycle administration including pre-award, award, post-award, contract negotiation, contract administration, and tracking through execution to include deliverables, submissions, risk assessments, subcontractor invoice approval, and contract closeoutMaintain contract cost control system, monitors and controls costsPerform analyses and prepares reports in order to ensure that the contract is within negotiated and agreed-upon parameters and government cost control guidelinesPrepare and maintain spend plans; develop and review Estimates at Complete (EACs);Create staffing analysis and financial reports and charts in support of program management and program reviews; identify cost impacts and develop recovery plans as requiredMonitor outstanding work against each contract in order to maintain realistic contract cost and schedule baselinesSupport associated proposals and future capture effortsManaging and implementing the Government Furnished Property (GFP) Policy and ProceduresManaging the Government Furnished Property assigned to TUG including tracking, auditing and reporting on GFP.The successful applicant will have the proven ability to identify contractor, programmatic and organizational issues and work with the team to resolve them. The work will be largely on PC/Windows platforms using standard Windows tools and software. The candidate should be fully capable of effectively utilizing all elements of Microsoft Office.Required Skills And QualificationsBachelor’s Degree with 10+ years’ experience in Business Administration, Contracts, Finance or Accounting to include Program Cost Control and Planning, or a Master’s Degree and 12 years of stated experienceProficient in Microsoft Office Suite; Excel, Word, PowerPointPerforming both business and financial functions including planning, monitoring, budgeting and executing programs and/or projects.Experience with financial control concepts and principles to solve business issuesAbility to coordinate, develop and produce a wide range of contract, subcontract, and procurement documentation.Demonstrated ability to multi-task and support concurrent requirements for internal and external customers and be able to manage time and prioritize workload, and work under firm and quick turnaround deadlines.Excellent communication and negotiation skills.Ability to obtain and maintain a Government Security Clearance.Desired Skills And QualificationsThe ideal candidate should have in addition to the required skills, experience in one or more of the following areas:Master’s DegreeProficient in Microsoft Office Suite; MS ProjectThorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFAR) and Cost Accounting Standards (CAS).Experience in reviewing, drafting as necessary, Teaming Agreements (TAs), Non-Disclosure Agreements (NDAs), and Memorandum of Understanding Agreements (MOU/MOA).Maintain an awareness of regulatory changes and their impact on contracts/subcontracts, including export considerations and ITAR anizational Conflict of Interest (OCI) compliance.Bid reviews and pricing justifications.Preference for National Contract Management Association (NCMA) Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM) designation.Technology Unlimited Group is an Equal Opportunity Employer.
