1. Formulates, establishes and implements policies for the financial unit/department. 2. Prepares and monitors budgets, grants and contracts related to the department; oversees the development, preparation, and administration of budgets, grant proposals, grant reports, and other financial data and reports. 3. Provides a range of financial analyses; reviews and approves all expenditures related to the department. 4. Understands and monitors external and internal factors influencing the unit's mission and goals. 5. Establishes and maintains strong internal controls to ensure effective, appropriate resource use, accurate financial information, and adherence to university policies and external regulatory requirements. 6. Safeguards university assets, resources, information, and reputation. 7. Implements and maintains internal controls to provide reasonable assurance of effective resource use, accurate financial information, and compliance with policies, procedures, contractual obligations, and external regulations. 8. Identifies, communicates, addresses, and escalates risks in a timely manner; ensures staff understand relevant regulations and university requirements. 9. Provides comprehensive financial information, analysis, and reporting to monitor and evaluate financial resource application; identifies available resources and recommends optimal deployment to support unit objectives. 10. Performs other duties as assigned. Required Skills/Abilities: Comprehensive knowledge of mathematical, financial, and economic concepts, accounting theories, principles, and fund accounting; ability to evaluate complex financial studies, make recommendations, and solve problems using investigative and analytical tools. Strong communication, presentation, strategic planning, and negotiation skills. Proven ability to explain complex data effectively in meetings with funding agencies and legal hearings. Exceptional organizational, supervisory, managerial, and project management skills; experience managing multiple complex projects, organizing workloads, setting priorities, and meeting deadlines; excellent interpersonal and customer service skills; ability to work successfully in team settings. Advanced computer skills, proficiency in word processing, spreadsheets, databases; knowledge of budgeting, planning, and audit processes. Preferred Education and Experience: Financial experience including capital budgeting, operating budget analysis, financial modeling, and database administration. Master's degree; CPA; experience in facilities or construction organizations; higher education experience; familiarity with Workday Financial Software, Trinity Unity Construct, or similar capital project management software.
