Senior Program Analyst-E-Rate at Universal Service Administrative Co. (USAC)CompensationBase pay range: $80,000.00/yr - $107,000.00/yrUSAC’s target compensation range for a new hire into this position is $80,000 - $107,415 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. The Senior Program Analyst will support project management, business process development, and risk management for one of USAC’s core programs to help reduce waste, fraud, and abuse by ensuring program integrity, compliance and risk management. Working in a creative and fast-paced environment, the Senior Program Analyst will identify, analyze, and interpret data trends in complex datasets, review operational procedures to identify process improvements, and respond to customer inquiries.ResponsibilitiesApply best practice project management standards to significant program initiatives to ensure milestones are met on time, and associated processes are efficient.Collaborate with internal teams (IT, stakeholder engagement, operations) and external vendors to manage timelines and address challenges.Drive business process development and improvement, establish strong internal controls, design new processes, and foster a culture of continuous process improvement across all teams.Support management and process owners in documenting policies, procedures, job aids, and process flows for manual and automated processes.Serve as a subject matter expert on USAC’s programs to inform decisions on operational challenges, interdependencies, vendor performance, and business requirements.Track operational metrics, align design with business processes, and monitor progress against performance indicators to ensure viable project delivery.Identify opportunities to improve operational efficiencies and regulatory compliance.Qualifications and ExperienceBachelor’s Degree and/or relevant technical training; two years of related work experience may substitute for one year of education.Five to seven years of directly related experience; one to two years of operational and/or technical experience.Proactive, highly organized with strong attention to detail and ability to manage multiple complex tasks.Ability to work independently, exercise good judgment, and escalate issues as needed.Excellent analytical and problem-solving skills; strong interpersonal, verbal, and written communication skills.Ability to identify, implement, and drive continuous process improvement.Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio).USAC is committed to providing a safe and healthy workplace for all employees.
