Application materials will be reviewed on a rolling basis.About The Policy TeamThe Policy team advances clean energy policies and cutting-edge programs that address climate change and improve communities. Policy engages with legislature and regulatory agencies to ensure communities have a choice of energy providers while centering equity and consumer needs.As a Senior Policy AnalystYou are responsible for representing MCE on a wide range of policy matters, with particular emphasis on representation of MCE’s interests at the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), the California Air Resources Board (CARB), and the California Independent System Operator (CAISO). The Senior Policy Analyst evaluates proposed regulations and assesses the impact on MCE, develops MCE positions on issues, as well as develops analyses, written reports, and presentation materials to support MCE’s position. The Senior Policy Analyst may be assigned to assist in the work of other MCE teams.The Senior Policy Analyst also contributes to MCE’s individual legislative strategy and joint legislative efforts through the California Community Choice Association (CalCCA). The Senior Policy Analyst will be tasked with reviewing and drafting comments and briefs; providing technical and/or analytic input on regulatory and legislative policies; preparation of data requests, testimony, and hearing exhibits; participation in administrative hearings; and researching and preparing analyses for the General Counsel, VP of Policy, and MCE Executives This role may also be responsible for addressing MCE program implementation issues that may require regulatory or legislative remedies.Key Responsibilities (Illustrative Only)Develop policy positions and detailed technical analyses for key policy issues affecting MCE and CCAs from a result-oriented perspective.Manage their own individual regulatory proceeding caseload and engage in strategic and focused intervention, including drafting responses and comments, preparing data requests, developing analytical models, supervising external counsel on specific proceedings, and communicating with regulatory agencies or legislative staff.Provide updates for internal and external stakeholders including but not limited to the Vice President of Legislative Affairs, General Counsel, Chief Executive Officer, Chief Operating Officer, Chief Customer Officer, and Board of Directors, and other key stakeholders as needed.Develop and build relationships with California energy market stakeholders and experts to inform them of MCE policy positions and impacts of proposed policy on MCE, and other CCAs if appropriate.Experience/EducationEducation and experience equal to a Master’s degree from an accredited university in a related field.Minimum of four (4) years of experience in regulatory or legislative affairs at an electric utility, non-profit or government agency (i.e. TANC, CPUC, CEC,) that is closely related to the magnitude and scale of an electric utility or very closely related field.If a candidate does not have a masters degree, six (6) years of progressive direct experience and a Bachelor's Degree from an accredited university is required.Knowledge OfCalifornia electric utility regulatory issues, CPUC regulatory practices and procedures.California utility rate design, electric resource planning, microgrids, demand response solutions, distributed energy resources, transportation electrification, and regulatory relations.Microsoft Office Suite including Excel, Word, Adobe Acrobat, and PowerPoint.Depending upon the assignment, principles, and practices in the areas of energy efficiency, resources, and procurement, or other to-be-determined areas.Principles and practices of supervision.Ability ToManage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment.Take responsibility and work independently, as well as coordinate team efforts.Be thorough and detail-oriented.Exercise exceptional analytical skills, sound judgment, creative problem solving, and commercial awareness.Analyze and interpret large amounts of information quickly and accurately, and make sound policy recommendations.Develop high-quality writing, research, and communication work products.Work accurately and swiftly under pressure.Demonstrate patience, tact, and courtesy.Attend evening meetings on occasion and to work at and travel between any MCE office.
