OverviewPrincipal Mechanical Engineer - Proposal Lead role in Marlborough, MA. On-site position within the Hardware Engineering Organization, Undersea, Sensors & Structures (USS) Department. The department leads the mechanical design, development, and integration of products including undersea sensors and analysis, naval platforms, shipboard/ground-based processing and power equipment, and launchers. The USS department seeks a Principal Mechanical Engineer to lead department team efforts relative to pursuing Ground-based and Shipboard Radar supporting electronics technology space, including executing proposal activities, guiding metric development, and peer reviewing proposal positions.The primary focus is leading, documenting and delivering on-time proposals for the Mechanical Engineering scope associated with the Radar electronics portfolio, based on leadership experience and established historical metrics. This includes generating the proposal, writing the Basis of Estimates (BOEs), scheduling functional management reviews, securing management approval, and communicating results back to the internal customer. The role also includes leadership of Mechanical Engineering project execution across the portfolio, focusing on Ground-based and Shipboard Radar Electronics Systems.What You Will DoEstimation of Mechanical Engineering labor required to perform tasks as defined by customer and internal proposal documentsUnderstanding and communication of project plans, earned value approach, and Risk and OpportunityUnderstanding the technical baseline and requirements to establish a basis for proposal scopeRoutinely present proposals to leadershipWork closely with section leaders in development and selection of applicable metrics for bids and Tests of ReasonablenessIdentify bid assumptions, risks and opportunitiesEvaluate proposed design, procurement and build schedules to establish attainabilityParticipate in organizational proposal reviewsSupport Department team members in peer review and mentoring of proposal executionLead and periodically generate formal Basis of Estimates (BOEs) for auditable bidsLead program execution across the Department portfolio in conjunction with proposal effortsQualifications You Must HaveTypically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience or an Advanced Degree in a related field and minimum 5 years experienceEight years of professional experience, and five years in task leadership and program executionExperience in developing cost proposals, program plan, and execution metricsStrong communication skills with peers and leadershipThe ability to obtain and maintain a U.S. government issued security clearance is required.
