We provide strategic insight, technical guidance, and execution support to advance high-impact public programs. We seek a seasoned Senior Consultant to serve as a subject matter expert to support a client in managing and evaluating large energy-related demonstration projects.Position Summary:The Senior Consultant will be a trusted advisor and strategic partner to program leaders, providing expert market analysis, technology and financial evaluations, and management guidance throughout the project lifecycle. This role requires a well-rounded professional with demonstrated leadership in managing large demonstration projects, project finance, manufacturing technologies, and energy markets. The Senior Consultant will help the client shape funding strategies, assess project risks and commercial viability, and contribute to national-level energy investment decisions.Key Responsibilities:Lead the development and revision of technical and administrative content for Notices of Funding Opportunities (NOFOs), ensuring clarity, alignment with program objectives, and compliance with federal regulations.Guide the review of application packages, applying expert judgment to evaluate financial soundness, technical merit, and risk across project justifications, budgets, milestone structures, and proposed cost share via established merit review processes.Conduct in-depth evaluations of applicants' accounting systems, internal controls, and financial models to assess risk exposure and fund stewardship.Provide subject matter insight on cost realism, technology transfer, commercialization pathways, and market viability for proposed energy R&D projects.Analyze proposed intellectual property strategies and assess alignment with national energy commercialization goals and future funding scalability.Advise federal stakeholders on strategic project design, milestone setting, and funding risk mitigation approaches.Evaluate complex project financial structures, including recipient cost share, outreach costs, and resource adequacy from business and technical lenses.Oversee the analysis and validation of invoiced costs, leveraging project baselines, work breakdown structures, and risk tiers to develop payment recommendations.Develop explicit, data-driven briefing materials, reports, and decision support documents for agency leadership, interagency partners, and public communication.Lead the assessment of performance and continuation applications to ensure alignment with technical objectives, timelines, and commercialization potential.Develop and evaluate Stage Gate/Go-NoGo processes for applicants proceeding to the next budget periodSupport internal client coordination on closeout procedures, award amendments, and strategic program refinement initiatives.RequirementsRequired QualificationsBachelor’s degree in Business, Public Administration, Finance, Engineering, Energy Policy, or a related field.Minimum of 10 years of progressively responsible experience providing strategic guidance in federal programs, financial assistance, or energy project delivery.Proven expertise in federal grant administration, program evaluation, project finance, project management, and technology commercialization.Demonstrated ability to apply advanced analytical and evaluative techniques to resolve complex procedural, technical, and financial issues.Strong written communication skills with the ability to develop compelling guidance documents, memoranda, and executive-level reports.Working knowledge of federal mission-driven program operations, priorities, and policy frameworks.Proven ability to lead and to provide strategic guidance to federal clients working on complex projects.Proficiency in project management principles and familiarity with emerging clean energy and innovation technologies.Ability to communicate strategic insights effectively through oral briefings, stakeholder engagement, and collaborative problem-solving.Preferred QualificationsExperience providing high-level advisory support to federal agencies.Expertise in energy markets, financial strategies, risk-based financial assessments, and oversight of complex award portfolios.Familiarity with commercialization, intellectual property, and market entry strategies for federally supported infrastructure and/or large demonstration projects.Work ArrangementThis is a primarily remote role, with occasional travel to Washington, DC, or other locations as required for briefings, reviews, and strategic planning sessions.Travel expenses reimbursed following federal travel policy. #J-18808-Ljbffr
