Build your career while building NYC schools!Job Description SummaryThe Manager, Human Resources reports to the Senior Director and is responsible for a wide range of Human Resources recruitment activities with key emphasis on managing and performing daily activities in support of the SCA’s Agency-wide Contingent Staffing Program. This role will also partner with other recruitment team members on talent acquisition and placement. This position will also assist the Human Resources Department with other projects, as needed.Job DescriptionResponsibilities may include:Contingent StaffingManage and coordinate contingent staffing operations and implement strategies to ensure efficient processesGenerate, process, and reconcile requests for payment (RFPs)Review and reconcile expense reimbursements and prepare RFPs; reconcile funding discrepanciesServe as the Workday System Administrator for contingent staffing, including updating supervisor changes, onboarding, and separationsReview timesheets for accuracy and monitor overtime submissionsManage agency-wide administrative contingent staff procurement and requisition processLiaison to the Office of the Inspector General for background checksPrepare and manage budgets, submit annual year-end accruals projecting estimated Agency-wide costs for contingent, temporary staff, and placement services contract costsPerform other duties as assignedFull-Time Employee RecruitmentDevelop and implement recruitment strategies to fill SCA vacancies at all levelsCommunicate regularly and establish strong working relationships with hiring managers and stakeholders; provide assistance on recruitment and selectionEnsure available positions are posted in accordance with Authority guidelinesReview resumes to ensure minimum qualifications are met before referring to hiring managerCoordinate hiring and onboarding processParticipate in recruiting events; conduct bi-weekly payroll audit; manage fingerprint voucher processing and background check processPerform other duties as assignedWeighted Consideration will be given to applicants with:Excellent managerial and interpersonal skillsStrong background in contract staffingExcellent math aptitudeAnalytical thinking and problem-solving skillsWorkday Recruiting experienceIntermediate Microsoft Excel Skills: VLOOKUP, pivot tables, conditional formatting, charts, and graphsDetail oriented with strong organizational skills with ability to multi-taskExcellent time management and communication skillsMinimum Qualifications:Baccalaureate degreeSix years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience.POSITION CLOSING DATE: Until filledCivil Service Classification: Non-CompetitiveSalary Range: $91,193.00 - $130,000Education: BaccalaureateCertifications (if required): Work Experience: Six years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience.
