OverviewProject Manager II - Wastewater Enterprise Oceanside Treatment Plant – Infrastructure – San Francisco Public Utilities Commission (5504) (158824)The PM II is responsible for managing and administering approx. $95M in capital improvement treatment facilities projects in the Westside/Oceanside region of San Francisco, particularly at the Oceanside Water Pollution Control Plant (OSP). The OSP projects are part of the Treatment Facilities group within the 10-Year Wastewater Enterprise (WWE) Capital Program adopted by the SFPUC. Under general administrative direction of a Principal Project Manager IV, the PM II will lead efforts to successfully deliver critical treatment facility capital improvement projects at OSP, coordinating with internal and external stakeholders including regulatory agencies such as the Regional Water Quality Control Board and Bay Area Air Quality Management District.The PM II will oversee these complex projects, prepare timely project budget/schedule updates, conduct scope analysis, troubleshoot, and analyze project alternatives. The PM II will interact with the SFPUC Commission, SFPUC Executive Management, Technical Steering Committee, and key stakeholders from the Wastewater Enterprise Operating division. The PM II will review and approve critical path schedules, collaborate with Operations on shutdown schedules, forecast project spending plans, and report progress on annual, quarterly, and monthly bases. The PM II will contribute inputs on scope, schedule, and budget to the 10-year capital program. Responsibilities Project Management: Manage project budget, schedule, scope, and quality. Project Planning: Develop Needs Assessment Report, Alternative Analysis Report, and Conceptual Engineering Report documents. Environmental Review: Conduct required environmental studies; prepare draft and final EIR and EIS for circulation and public hearings; pursue categorical exemption or negative declaration where feasible. Right of Way / Legal: Provide project lands, land rights agreements, land acquisition, and project legal support services. Engineering Design: Develop 100% construction documents (plans and specifications). Bid and Award: Support bidding, obtain contract award approval from SFPUC Commission, and secure Construction Contract Notice-To-Proceed (NTP). Construction: Implement the construction contract and track modifications to cost and schedule. Construction Management Support: Provide oversight and engineering support during construction. Operational Start-Up and Close-Out: Support operational startup and assist in financial close-out. Qualifications Minimum Qualifications: Bachelor’s degree in architecture, engineering, or planning plus four (4) years of related experience, OR Bachelor’s degree in another field plus six (6) years of related experience, OR Eight (8) years of related architectural, engineering, or construction management experience, OR California Registration as professional engineer or architect; AND Two additional years of project coordination experience. One year of full-time employment is equivalent to 2000 hours. Applicants must meet the minimum qualification by the final filing date unless noted otherwise. Desirable Qualifications: Experience in industrial facilities, heavy utilities, infrastructure sewer and treatment facilities projects in planning, design, or construction. Experience on projects in an urban environment with multiple external stakeholders; contract document preparation and construction support.
