Eligible stockholders include banks, thrifts, credit unions, insurance companies and community development financial institutions. They are one of 11 Federal Home Loan Banks nationwide, a system created by Congress in 1932 to support housing finance. The bank’s dual mission is to provide ongoing access to liquidity funding for member financial institutions and continuing to support affordable housing and community investment.WHAT YOU’LL BE DOINGReporting to the COO, the FHLB is looking for a CIO to join their senior executive team. You will be responsible for a group of 60+ employees, contractors, and the department’s capital and operating budget.The Chief Information Officer plans, develops, evaluates, aligns and communicates the IT strategy, initiatives, services, investment decisions, and delivery structures and processes in support of the strategic direction and mission of the Bank. Through proactive vision and leadership, initiates and ensures improvement processes that impact customer satisfaction and relationships are implemented and ultimately reflected in cost-effectiveness, service quality, and business development.The CIO proactively assesses the Bank’s IT needs and develops and oversees the execution of strategies to achieve them. This individual is directly responsible and accountable for effectively managing IT operations (Software Engineering, Technical Services, and Information Security Operations) and Workplace Operations within the framework of Bank policies and procedures. In addition, they are responsible for ensuring that IT & Workplace operations, policies, and procedures comply with all applicable legal and regulatory guidelines and state and federal laws.The CIO is responsible for creating an integrated information technology plan to support one or more organizational strategies across all IT functions. Initiates and directs the improvement processes that impact customer satisfaction and relationships. Actively reviews and improves upon processes and is accountable for ensuring that they are followed. Develops the business technology and partners with human resources on workforce planning. Provides advice, guidance, encouragement and constructive feedback.Specifically, your responsibilities will include:Corporate Strategy and Leadership TeamAdvises the Chief Operating Officer and Sr Leadership team on operational and strategic factors of IT while considering the implications on the Bank’s strategic and business initiatives.Sets the IT vision for the bank in both the short and long term and effectively communicates it to the Board, bank leaders, IT team, and employees.Creates an integrated information technology plan to support organizational strategies. Initiates and directs the improvement processes that impact customer satisfaction and relationships.Prioritizes IT initiatives including coordinating the evaluation, deployment and management of current and future technology across the organization as well as project management oversight and evaluation.Participates in development of the Bank’s annual IT Strategic Business Plan and accomplishes business plan objectives.Technical LeadershipOversees development, implementation and maintenance of an appropriate IT & Workplace Operations organizational, operational and governance structure that supports the needs of the business and the controls environment in a cost effective manner. Assesses and makes recommendations on improvements or re-engineering (business process improvement) of areas of responsibility.Ensure enterprise-wide compliance with applicable regulatory and industry standards (e.g., FHFA regulation, SOX) by establishing robust IT governance frameworks, overseeing audits, and collaborating with legal and risk management teams to mitigate compliance risks.Lead the design and implementation of resilient IT infrastructure and disaster recovery strategies to ensure high availability, business continuity, and rapid recovery from system disruptions, aligning with organizational uptime and performance objectives.Oversees the identification, prioritization, development, and enhancements of IT applications throughout the bank.Leads large enterprise wide IT projects. Works internally with the department and externally with internal bank departments as well as third party contractors and vendors to identify and remove roadblocks to project completion.Oversees development and maintenance of enterprise system architecture including standards and protocols for data exchange, communication, software and interconnections for the municates effectively throughout the organization, sharing IT strategy, planning and trends. Works collaboratively with departmental and other Bank staff and managers to ensure continuous, effective delivery and monitoring of IT services.Oversees development and maintenance of the Bank facilities architecture including standards and protocols for ADA, safety and environmental compliance. Oversees the Bank wide Procurement and Vendor Risk Management programs.Maintains personal knowledge of up-to-date technology, information security and operational standards, industry trends, emerging technologies, and best practices. Ensures that standards and best practices are maintained across the organization as appropriateTeam ManagementProvides leadership for the IT & Workplace Operations departments, including but not limited to strategic plans, operating and capital budgets and human resources (development, motivation and retention) to ensure key personnel and resources are in place to successfully support departmental and Bank activities and operations.Coaches team about corporate decision-making, processes, prioritization, and IT/business unit alignment. Meets regularly with team to gather work status and discuss work progress and obstacles.Promotes and oversees strategic relationships between internal IT resources and external entities, including the regulator, vendors and partner organizations.Continually assesses staff engagement, motivation and growth to ensure a pipeline of future technical/business leaders. Provides coaching to IT management and staff so as to improve communication and relationship building. Maintains and promotes positive employee relations in the work environment.Develops and approves the overall strategy for the selection and development of IT staff, particularly direct reports. Oversees the interviewing, hiring, and training processes. Additionally, counsels, advises, and evaluates the performance of IT staff, and, when necessary, disciplines and/or discharges personnel (with the involvement of Human Resources).TECHNOLOGY ENVIRONMENTThe IT organization supports approximately 300 users, most at their main location in Cincinnati. They utilize a hybrid infrastructure with applications and data on premise and in the cloud, backed up through multiple colocation sites with strong redundancy and backup plans.Many applications are legacy custom developed, although a number have been replaced by off the shelf applications. The group is a Microsoft shop down to software development which allows them to stay lean and rapidly make changes as needed.Future projects include the continuation of moving to the cloud, moving to more standard applications, and embracing automation, process improvement, and machine learning. Data and analytics will continue to be developed and utilized throughout the bank. AI will be investigated, piloted, and rolled out to the bank in areas where there is the greatest need and opportunity for productivity.IDEAL CANDIDATE QUALIFICATIONS AND EXPERIENCEBachelor’s degree in Information Systems or related fields. Master’s degree in business administration or other post-graduate certification strongly preferred.10-15 years progressively more responsible related work experience in IT management, with multiple areas of responsibility, including demonstrated and successful leadership of an IT function and staff, preferably in a regulated industryConsiderable knowledge of business theory, business processes, management, operational risk, internal control, budgeting and business office -depth knowledge of technology and information security systems and operational standards, trends and best practices.Experience in managing information systems architecture, design and analysis, applications and systems and programming, database management, network systems, telecommunications, data processing operations and information security and compliance.Excellent project management skills including the ability to set and manage priorities.Excellent interpersonal, influencing, written and oral communication skills to interact effectively with all organizational levels including IT staff, all other departments, the Board of Directors, other district Banks and organizations in providing or exchanging information, providing services, and identifying and resolving complex operational problems.Demonstrated ability to understand and translate organizational goals into actionable activities and projects.Demonstrated ability to work independently or collaboratively as a team member.Proven leadership ability, including organizational alignment, staff assessment and development.Knowledge of budgeting and expense control to plan, implement and maximize expenditures of funds while maintaining quality standards.Ability to act as an advisor in identifying problems, defining and communicating alternatives, and making recommendations regarding the most appropriate course to be followed.Knowledge of rules and regulations that govern the areas of responsibility; an in-depth knowledge of legislative and regulatory environment in which the IT departments function and the extent to which freedom of action is constrained.Ability to make decisions and formulate an immediate plan of action to address potential problems/opportunities.
