Senior Director - Debt Financing — Metropolitan Transportation AuthorityLocation: 2 Broadway, New York, NY 10004Full-timeSalary range: $176,000 – $196,000OverviewThe Senior Director, Debt Financing reports to the Deputy Chief, Financial Services and is responsible for structuring and negotiating the issuance of MTA and TBTA debt obligations in the global capital markets to raise funds for approved capital programs and liquidity facilities for the MTA operating budget needs. This position oversees investor and rating agency communications, disclosure requirements, financial reporting and Board communications on financial activities. The role involves representing MTA to the global investment community and applying financial expertise to navigate capital markets to ensure ongoing access to funding. It also provides financial insight and strategies to advance financial transactions supporting the organization’s capital, cash, hedging, and other funding strategies, plus special projects as assigned by the CFO.ResponsibilitiesGuide and develop MTA’s financial strategy to fund the local portion of approved and contemplated capital plans.Lead a team to create debt strategies and annual debt service budgets, including monthly variance reports for Board submission.Ensure adequate cash liquidity to maintain operations, coordinating with Directors of Management and Budget and Cash and Investment Management.Allocate bond proceeds and PAYGO funding for capital programs to ensure compliance with US Tax Code.Coordinate with external bond counsel firms (including tax specialists) and internal departments (e.g., Management & Budget, Cash & Investment Management, Capital Funding Management, Controller’s Office) and supporting teams.Structure and negotiate capital markets and other debt-related transactions; review legal documents and negotiate pricing and terms.Collaborate with Deputy Chief, Financial Services and external groups (underwriters, bond counsel, swap and financial advisors, market participants).Design and advance financial strategies for a cost-efficient debt portfolio across multiple credits; propose additional strategies and develop new bond credits as needed.Maintain and expand relationships with the global investment banking community to secure sound financial opportunities and cost-effective debt management.Represent MTA in approximately 100 meetings annually with underwriters; vet and analyze proposed ideas and assign underwriter work as appropriate.Work with MTA’s Municipal Advisor(s) in evaluating proposals.Manage MTA’s interest rate and fuel hedge derivatives portfolio (over $2 billion) and monitor market opportunities and compliance with documents.Develop plans of finance for amendments, novations, terminations as needed; manage tax-advantaged leasing portfolio with timely compliance; supervise consultants as required.Maintain MTA’s Debt Database and oversee preparation of Consolidated Financial Plans to forecast debt service costs.Provide career development, coaching, discipline decisions, and performance reviews for department staff; foster a professional environment that respects diversity and enables employees to reach their potential.Ensure timely and accurate communications about MTA’s financial condition, debt obligations, and forecasts to investors, rating agencies, liquidity providers, trustees, insurers, and other market participants; ensure compliance with SEC Rule 15c2-12 via MSRB processes.Oversee content on the MTA Investor Information web pages and ensure timely posting of updated information.Supervise consultants (Municipal Advisors, Swap Advisors, Independent Engineer for MTA Bridges & Tunnels) and address performance issues as needed.Other duties as assigned.Required QualificationsKnowledge/Skills/AbilitiesExcellent communication and interpersonal skills for presenting to investors, rating agencies, and industry audiences.Strong organizational and leadership capabilities.Exceptional verbal and written communication; ability to interact with elected officials and senior leaders from external organizations.Proficient in Microsoft Office; advanced Excel skills including macros and complex formulas.Ability to work effectively in a high-profile, high-pressure environment and communicate with internal and external stakeholders.Education and ExperienceBaccalaureate degree in finance, economics, accounting or related field; equivalent combination considered.Minimum of ten (10) years in public finance.Extensive knowledge of taxable and tax-exempt capital markets and debt issuance processes.Direct experience negotiating and managing derivative contracts (ISDA Master Agreements).Working knowledge of federal tax rules governing tax-exempt debt issuance.PreferredMaster’s degree in a related field.Attention to detail; familiarity with MTA policies and procedures.Other InformationPursuant to the New York State Public Officers Law and the MTA Code of Ethics, policymaking employees must file an Annual Statement of Financial Disclosure with the NYS Commission on Ethics and Lobbying in Government.Equal Employment Opportunity: MTA and its subsidiary and affiliated agencies are Equal Opportunity Employers, including veterans and individuals with disabilities.
