This position will guide the development and implementation of projects with significant geospatial components and ensure projects meet technical, regulatory, and programmatic requirements. Projects include FEMA Public Assistance, Hazard Mitigation, CDBG-DR programs, and local/state recovery initiatives. The position will be guided by ACDC's Corporate Values Platform.Tasks, Duties, and ResponsibilitiesReasonable accommodation will be made to enable individuals with disabilities to perform the following essential functions:Manage operation functions as an advanced-level subject matter expert in multiple focus areas of emergency management; supervise and direct the work of others; interpret policies to provide expert advice; participate in setting business goals, plans, and strategy; mentor consultants to promote professional skill growth and career paths.Lead complex portions of projects, organize project teams, prioritize tasks, allocate resources, and ensure scope and timeline adherence; supervise and mentor all levels of consultants; meet or exceed utilization targets; provide guidance for consultants.Attend, participate in, and lead meetings and events; engage with clients at conferences and networking events; design informational materials and present at speaking engagements; coordinate with staff and external organizations; exercise discretion in decision-making.Manage and nurture relationships with key clients to ensure satisfaction and repeat business; participate in business development, proposals, and data responses; support marketing materials; pursue opportunities to expand contracts; stay updated on industry developments.Engage in training opportunities; organize staff and lead training for client/community engagement.Make decisions as an advanced technical SME; provide task prioritization guidance; lead corporate and program operations; perform quality control of work and client documents.Maintain currency with state and federal policies; act as an expert in Emergency Management; pursue expert knowledge and credentials.During disasters, may be deployed to support field operations or lead relief efforts; assist with coordinating responses.Perform other duties as assigned.Division Specific ResponsibilitiesLead and manage technical teams supporting recovery, mitigation, and environmental/engineering projectsProvide expertise in geospatial analysis; manage and create Survey123 forms; leverage ArcGIS toolsSupervise staff conducting environmental assessments, hazard analyses, and permitting/floodplain complianceOversee disaster recovery strategy design and regulatory compliance (FEMA, HUD, EPA, local/state)Serve as SME for environmental compliance (NEPA, wetlands, endangered species) and/or engineering components (damage assessments, repair scopes)Review and validate project documentation including worksheets, grant applications, and environmental reviewsAssist clients with permitting, zoning, building codes, floodplain regulations, and environmental permitting for recoveryCoordinate with agencies, applicants, engineers, and environmental specialists for project executionMentor junior technical staff; foster continuous improvementRepresent the firm and clients in stakeholder meetings, briefings, and regulatory discussionsSupport business development through technical writing, proposals, and client engagementRemain up to date on legislation, regulatory changes, and best practices in disaster recovery, environmental management, and engineeringKnowledge, Skills, and AbilitiesIn-depth knowledge of FEMA Public Assistance, Hazard Mitigation, or CDBG-DR programsProficiency with ESRI software (ArcGIS, Survey123)Strong geospatial data management, form creation, and analysisExpertise in environmental regulations, permitting, and civil engineering standardsWorking knowledge of FEMA Public Assistance policies/proceduresEffective verbal and written communicationAbility to maintain confidentialityMultitasking capability;
