SummaryThe Biomedical Equipment Support Specialist (BESS) provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment. Biomedical support applies engineering and mechanical concepts to provide lifecycle management and technical support of diagnostic, therapeutic devices, monitoring, and other equipment utilized in the practice of medicine.DutiesMedical equipment supported by the BESS is maintained to the standards required by multiple accrediting agencies (e.g. FDA, The Joint Commission, the National Fire Protection Association, etc.). Lifecycle management includes technology assessment, technology acquisition, technology implementation, technology sustainment, end-of-useful-life tasks, and strategic planning for end-of-life replacement in conjunction with clinical services.Manages the lifecycle of medical equipment and clinical systems such as imaging, life support, dialysis, monitoring to include physical and network support.Coordinates with facility support departments (FMS, OIT, Patient Safety, SPS, Logistics, Contracting, Informatics, EMS) for tasks including incoming inspections, maintenance, and end-of-life planning with clinical services.Maintains knowledge of safety codes and standards from regulatory bodies (TJC, NFPA, FDA, NRC, AAMI).Documents all work in the computerized maintenance management system (CMMS).Applies basic networking principles to resolve medical system communication issues. Adheres to VA Medical Device Cyber Security policies and procedures. Loads OS and clinical software as needed. Responds to network incidents per VA policy.Serves as Contracting Officer Representative (COR) as assigned and maintains certification levels. Uses government contracting knowledge to develop statements of work, sole source justifications, and other documentation. May serve as a purchase card holder. Investigates and documents Repairable Medical Device (RMD) recalls. Participates in safety and environment of care processes. Identifies hazards and takes corrective action.Maintains knowledge of advances in medical technology and focuses on professional development in HTM lifecycle management.Provides training and education to medical technology end users and clinical staff.Provides mentoring and technical training to peers and BESS at developmental levels.May lead installation or upgrade projects for medical devices and systems, including pre-implementation planning and coordination with end users, vendors, and onsite staff (OIT, Informatics, SPS, etc.).All BESS personnel are required to participate in the HTM on-call program and may work in asbestos-containing areas with appropriate PPE. Effective May 7, 2025, REAL ID-compliant identification is required.Must pass pre-employment physical examination.Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel.QualificationsBasic Requirements:United States Citizenship: Non-citizens may be appointed when qualified citizens cannot be recruited as per VA policy.English Language Proficiency: Proficient in spoken and written English.Education, Experience, or Certification:(1) Associate or higher degree in biomedical technology or biomedical engineering; OR(2) Associate or higher degree in electronics, IT, or engineering (not biomedical) AND 1 year of creditable experience; OR(3) Completion of DoD biomedical equipment technician training; OR(4) Completion of a DoD program in repair of electronic systems or IT AND 1 year of creditable experience; OR(5) Completion of a HTM/biomedical engineering certificate with internship; OR(6) Completion of HTM certificate without internship AND 1 year of creditable experience; OR(7) Hold or have held certification as CBET, CRES, CLES, or CTHM. Continuous certification maintenance is not required for VA employment.May qualify under the Grandfathering Provision for current VA employees in this occupation.Grandfathering ProvisionEmployees in this occupation under a permanent placement on the effective date of the qualification standard are considered to meet all qualification requirements for the grade and assignment held, including education and certification. See details in the original policy language.Grade DeterminationsBiomedical Equipment Support Specialist, GS-11Experience: One year of creditable experience at the GS-9 level.Knowledge, Skills, and Abilities (KSAs):Knowledge of NFPA, FDA, TJC, and AAMI standards for safe operation of medical equipment and clinical systems.Skill in using test and calibration equipment and LAN analyzers.Ability to interpret technical data including schematics and wiring diagrams.Ability to apply networking principles (ACL, TCP/IP, VLAN).Ability to perform advanced testing to troubleshoot medical equipment and system interfaces.Ability to maintain medical computers and software.Ability to manage projects involving medical equipment and clinical systems.Preferred Experience: Experience applying engineering and mechanical concepts to life-cycle management and technical support of diagnostic, therapeutic, monitoring equipment.
