The incumbent directs and manages the overall operation, leadership, direction, and administration of the clinical laboratory, in accordance with relevant state and federal regulations. The incumbent also oversees the overall operation and administration of the assigned laboratory, including the employment of personnel that is competent in performing test procedures, and recording and reporting test results in a prompt, accurate, and proficient manner.CORE JOB FUNCTIONSMonitors testing systems developed and used for each of the tests performed in the laboratory for all aspects of performance, including pre-analytic, analytic, and post-analytic phases of testing.Ensures that the physical plant and environment conditions of the laboratory are appropriate for the testing performed and provides a safe environment in which employees are protected from physical, chemical, and biological hazards.Ensures that the test methodologies selected have the capability of providing the quality of results required for patient care.Ensures the establishment and maintenance of acceptable levels of analytical performance for each test system.Ensures that reports of test results include pertinent information required for interpretation.Ensures that consultation is available to the laboratory’s clients on matters relating to the quality of the test results reported and their interpretation concerning specific patient conditions.Ensures that an approved procedure manual is available to all relevant personnel.Establishes standards for cost control, waste reduction, quality, safety, and complete on-time delivery.Fosters a unified culture and promotes a process for collaboration, cooperation, and teamwork.Monitors utilization patterns of laboratory services and advises leadership and other appropriate staff of developing trends in clinical service needs.Ensures operational adherence to currently accepted technical service standards for laboratory medicine.Participates in the development and implementation of an operations budget to ensure compliance with organizational expenditure requirements.Leads and directs the development, communication, and implementation of effective growth strategies and processes.Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.Ensures employees are trained on controls within the function and on University policy and procedures.This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities as necessary.CORE QUALIFICATIONSBachelor’s degree in relevant fieldMinimum 7 years of relevant experienceDEPARTMENT ADDENDUMDepartment Specific FunctionsThe Laboratory Services Director for the Department of Surgery Immunology and Histocompatibility Laboratory (IHL) is responsible for the oversight of laboratories to ensure that services are provided according to all applicable regulatory standards (ASHI, CLIA, OSHA, Federal and State regulations) and honoring agreements with internal and external customers, with reasonable cost and use of resources. The Laboratory Services Director may fulfill the ASHI role of General Supervisor. He / She will be responsible for developing, implementing, and coordinating all aspects of quality assurance and quality improvement programs for the purpose of maintaining efficient and effective departmental operations, and keep scientifically sound technologies within the Histocompatibility field.Responsible for day-to-day oversight of the laboratory operation and personnel performing testing and reporting test results.Be always accessible to testing personnel testing is performed to provide primarily on-site supervision and telephone or electronic consultation as needed to resolve technical problems in accordance with policies and procedures established either by the Laboratory Medical Director or ASHI Technical Supervisor.Perform a timely review (appropriate to the clinical circumstances) of all testing performed and reported by testing personnel in the absence of an on-site Laboratory Medical Director.Responsible for monitoring test analyses and specimen examinations to ensure that acceptable levels of analytical performance are maintained.If delegated by the Medical Director, assure that all remedial actions are taken whenever test systems deviate from the laboratory’s established performance specifications.If delegated by the Medical Director, ensure that patient test results are not reported until all corrective actions have been taken, and test system is properly functioning.Annually evaluate and document the competency and performance of testing personnel and Proficiency Testing.Oversees and evaluates quality management and performance improvement programs across laboratory practices and ensures related policies and procedures are maintained, communicated and implemented.Develops, implements, monitors IHL services and performance standard protocols.Develops implements and monitors quality improvement and quality assurance efforts to ensure all regulatory standards and other operation standards are adhered to and documented and followed.Responsible for ensuring the department meets and adheres to all applicable federal, state and CMS regulatory requirements and for ensuring that the department's success in any regulatory survey including but not limited to CLIA, ASHI, OSHA, Federal and State Regulations.Engages in activities relating to laboratory practice standards to ensure high quality laboratory services are delivered, quality measured, and robust performance improvement processes are in place.Ensures delivery of quality and safe laboratory services to inpatients, outpatients, and employees.Develop, implement and provide training and supporting operational documentation in collaboration with the Laboratory Director.Develop clearly defined strategies for growth and development of the service line.Make daily rounds in Laboratory to judge effectiveness of operation, utilization of personnel and supplies, and general ethical and professional atmosphere.Secure and maintain the physical facilities, equipment and supplies, which are required to carry out effective patient care and create an optimum physical environment.Promote effective intradepartmental relationships.Cooperate in planning programs and safety and preparedness for fire and disaster.Attend and participates in hospital committees, as appropriate.Responsible for partnering with UM General Counsel and Surgery Administration for establishing and updating Agreements & Contracts with IHL internal and external customers.Maintains contact with established accounts weekly or as needed via telephone or in person. Interact with customers to provide information in response to inquiries about products and services and to handle and resolve complaints.Participates in outreach initiatives under the direction of the Medical Director. These initiatives are comprised of events, educational materials, programs, in person presentations, and collaborations.Responsible for partnering with UM Human Resources for IHL staff performance, issues, disciplinary actions, assign trainings, emergency operations, conjunction with laboratory leadership, responsible for interviewing and hiring best qualified candidates for available IHL positions.Documents counseling of employees for performance deficiencies.Reviews performance of staff implementing progressive discipline when necessary.Ensures proper hiring and orientation of new employees.Delegates responsibilities to Supervisor and staff to assure effective workflow and proper cross training.Anticipates staffing needs and works with the Medical Director and Laboratory Director to find solutions.Participates in the safety training program of the University and makes certain that staff is properly conjunction with the Medical Director and Laboratory Director select proper equipment purchase and or replacement for maintaining the operations of the laboratory.Act as an escalation point for staff and clients as needed.Department Specific QualificationsEducation:Have earned a doctoral, master's, or bachelor's degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution.Certification and Licensing:Florida Board of Clinical Laboratory Personnel licensing, Supervisor.Credentialing by the American College of Histocompatibility and Immunogenetics (ACHI) as a Certified Histocompatibility Technologist (CHT) or Certified Histocompatibility Specialist (CHS) certification is recommended.Experience:Five to seven years of management experience.Have at least three years of laboratory training or experience in human immunogenetics, human histocompatibility and/or human transplantation immunology testing under the supervision of a director and/or technical supervisor of an ASHI-accredited or an equivalent ARB- approved laboratory.Experience in a leadership position preferred.The University of Miami offers competitive salaries and a comprehensive benefits package including medical, dental, tuition remission and more.UHealth-University of Miami Health System, #J-18808-Ljbffr
