OverviewSenior Policy Manager, Coalition for Fisheries Transparency at Oceana. This is a full-time, exempt position with a salary range of $95,000.00 to $110,000.00 per year. The immediate supervisor is the Director, Coalition for Fisheries Transparency. This is a two-year position with the possibility of extension based on additional funding.This role involves leading the development and execution of national and regional advocacy strategies to advance fisheries transparency policies in diverse geographies worldwide. The Coalition for Fisheries Transparency (CFT) works with international NGOs to coordinate advocacy, support campaign strategy development, and elevate transparency in the global agenda to benefit oceans and communities that rely on them.The position is based in one of Oceana’s offices (preferably Washington, DC) with the option to travel internationally approximately 20–30% of the time and to work across time zones.ResponsibilitiesCampaign Strategy & Development: Design and implement national and regional campaign strategies that advance fisheries transparency policies and governance reforms. Track relevant international legislation and regulations in target countries and regions.Advocacy Coordination: Lead coordination of advocacy among CFT members, partners, and stakeholders; advise on new target regions and research projects for Coalition engagement.Expert Guidance & Advisory: Provide expert advice on fisheries transparency policies and regulatory frameworks; identify case studies and conduct comparative analyses of transparency measures.Impact Tracking: Monitor progress toward Charter endorsement and the integration of Charter principles into policy.Representation & Engagement: Represent CFT in international, regional, and national fora, policy dialogues, conferences, and stakeholder meetings.Subject Matter Expertise: Maintain expertise in international fisheries, beneficial ownership, maritime domain awareness, global seafood trade and food security, human rights at sea, and related policy developments; contribute to communications materials.Stakeholder Relations: Build and maintain relationships with government agencies, intergovernmental organizations, industry representatives, and civil society to advance transparency goals.Capacity Building: Support CFT members through training, workshops, and knowledge-sharing initiatives.Process Development & Management: Improve workflows, team protocols, and systems to support high-performing work.QualificationsMaster’s degree in international development studies, international relations, marine science, environmental policy, or related field; plus at least eight years of relevant experience, or an equivalent combination of education and experience.Experience with advocacy campaigns directed at policymakers; ability to engage with government agencies and international organizations.Professional experience in marine conservation issues and international fisheries policy; experience working internationally with partners and collaborative projects.Experience managing consultants and/or grantees; ability to manage multiple priorities in a diverse, global environment.Willingness to travel internationally as needed.Skills & KnowledgeInterest in marine governance, fisheries management, and equitable development, including small-scale fisheries.Ability to work both independently and in a team; strong organizational skills and attention to detail.Adaptability to changing plans; cross-cultural awareness and professional conduct in international settings.Excellent written and oral communication skills; fluency in English; additional languages (e.g., Chinese, French, Korean, Japanese, Spanish) are a plus.Proficiency with MS Office, cloud collaboration tools, and contact management systems.Required CompetenciesAction OrientedInstills TrustEnsures AccountabilityEffective CommunicationSituational AdaptabilityOrganizational SavvyCultivates InnovationNote: This position is in the non-profit sector and calls for convenience and travel within stated expectations.
