OverviewPosition Description: Electromagnetic Compatibility Engineer Lead supporting projects for the US Navy. This role provides technical and programmatic support to the Technical Directorate for the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC. PMS450 is the acquisition program office for the New Construction of Attack Submarines and is responsible for R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. VIRGINIA Class submarines support core Navy capabilities including Deterrence, Maritime Security, Sea Control, Forward Presence, and Power this role, you will be a key contributor to engineering and program efforts affecting EMC/EMI for submarine systems through design, testing, analysis, and collaboration with stakeholders.ResponsibilitiesBe the SIT Lead for electrical grounding and impressed current systems including EMIC, CKT-D and ICCP.Analyze electromagnetic coupling and potential EMI problems on submarine systems, perform EMC testing, determine EMC test requirements for system procurement specifications, and test/troubleshoot shipboard systems.Develop and implement Electrostatic Discharge (ESD) requirements and evaluate potentially damaged equipment; support deckplate for ESD issues/concerns.Use whole-ship analysis and modeling, research sensor systems, and support development of systems/methods to reduce Underwater Electromagnetics (UEM) signature.Conduct research, development, test, and integration of custom embedded systems and special communications capabilities.Contribute to rapid engineering solutions for emergent non-conventional threats, turning high-level requirements into engineering designs that integrate microelectronics with novel fabrication plete the design and development of electrical circuits with minimal oversight and guidance; perform analog/digital circuit design, embedded microcontroller design, and compact antenna design and integration.Model circuits, perform schematic capture, PCB layout, and circuit assembly/fabrication techniques; develop coding to enable electronic designs and present status during design reviews.Support integration and testing of developed products to ensure reliable functionality.Participate and lead developmental and verification testing, including extensive electromagnetic and environmental testing to enable rapid response to emergent Navy requirements.Work with Project Leads to analyze and refine requirements, explore alternative solutions, research, identify technical risks.Develop documentation of design solutions and adhere to configuration management processes.Support Preliminary Design Reviews and Critical Design Reviews; EMC analyses (analytical and numerical), E3 Test Readiness Reviews and witness E3 tests.Support design engineers with consultation and review of electronic circuitry, bonding, grounding and cable designs for EMC compliance.Support projects in new modeling and simulation techniques for design and testing hardware.Support design engineers in bench-top lab EMI assessments/evaluations.Develop correlation equations to estimate pass/fail criteria in onsite EMI chambers.Approach programs from a system perspective with respect to EMC/EMI early in a project, including risk analysis and design-change recommendations.Educate personnel via Training, Team Talks, e-mail reminders, or online training to prevent future spillages and recommend policy or procedural changes when needed.QualificationsAn active or current DoD Secret clearance.US Citizenship.Bachelor's of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field. An Associate's Degree with 2 years of additional experience, or a High School Diploma/GED with 4 years of additional experience, will be considered in lieu of a Bachelor's Degree.10 years of related experience in electromagnetic/electrical fields.Sound experience with space, military or commercial EMI/EMC design, test planning, execution and mitigation.Knowledge of EMI/EMC compliance design and testing per MIL-STD-461 for system and sub-system level electrical/electronic systems.Experience working in a multi-disciplinary team to achieve program outcomes; strong knowledge of EMI/EMC laboratory test equipment (e.g., Spectrum Analyzers, RF Amplifiers, Signal Generators, EMI Receivers, Antennas, Directional Couplers, Power Meters).Ability to specify electronic system test hardware (oscilloscopes, multimeters, logic analyzers, function generators, power supplies, etc.).Ability to facilitate and coordinate with key government and non-government stakeholders.Ability to work with minimal supervision; strong quantitative, analytical and conceptual thinking.Ability to work in time-sensitive environments and mentor junior team members; flexible in relation to job specification and schedules.Proven ability to interact with senior management on complex technical issues; capable of working in team and independent settings with short deadlines.Team player with a positive contribution mindset; may require travel up to 10% and some travel outside the DC area.Additional desired experience and skillsElectromagnetic analysis/evaluation/modeling.Knowledge of naval ships/submarines, ship systems, or subsystems.Hands-on EMI testing experience (DoD or commercial) with oscilloscopes, spectrum analyzers, function generators, and related equipment.Ability to evaluate and recommend materials, components, and design modifications to improve EMC/EMI performance.Collaboration with design/development teams to integrate EMC/EMI considerations into product designs.Electrostatic discharge analysis/evaluation/testing/program management.Knowledge of ship/submarine signatures.Practical/theoretical EMC or ESD experience with MIL-STD-461, DOD-STD-1399, NAVSEA S9407-AB-HBK-010, ANSI/ESD S20.20, IEC 61000-4-2, MIL-STD-1686.Familiarity with MATLAB, Opera 3D, LabVIEW, SPICE-based tools, Visual Studio, and Teamcenter.Experience in DoD or DoN environments and supporting a submarine acquisition program.Strong project management skills; capable of working independently and in a team; active NNPI account and CAC.5 years of experience with Navy acquisition and Submarine Programs; experience leading a project and interfacing with an end item customer.Knowledge of Program Management, including the acquisition process, budgeting, and Navy program execution; Active-Duty experience in the submarine service; recent experience in Team Submarine.Take this opportunity to join a high-performing team and advance your career supporting America's Navy.
