Description GENERAL DESCRIPTION OF POSITION Develops and coordinates short-range and long-range transit plans and helps organizes the operations of the City's demand response and fixed bus route transit system. Coordinates activities with other City departments, Marion County, Federal Transit Administration and Florida Department of Transportation. The Senior Transit Planner is expected to perform the full range of professional transit planning work involving the application of professional knowledge to various municipal and regional transit planning problems. This position will also oversee all capital projects. This position reports to the Transit Administrator. Examples of Duties 1. Reviews, comments upon and coordinates the work of outside Transit/Planning consultants on City and multi-agency projects. 2. Develops, coordinates and manages the City's short and long-range transportation planning efforts. Drafts plans and polices. 3. Represents the City's interest and provides testimony in transit matters at City Council, committee meetings, and meetings with other agencies and/or developers. Presents all technical data. 4. Coordinates and performs research and analysis leading to the development of new and improved transit systems, to include routing patterns, rate structures, travel patterns, cost analysis, financial needs, funding sources, and related issues. Must be familiar with various transit modeling software. 5. Coordinates all capital projects that includes drafting scope of services, bid documents and agreements. Monitors all capital projects during construction. 6. Coordinates with cities, transit operators, county departments, and other public and private agencies regarding the most effective current and future transit systems. 7. Develops and administers policies and procedures concerning transit operations. This includes emergency procedures. 8. Help determines revenue needs and resources. 9. Helps prepare, monitor and administer transit budget and other grant applications. 10. Prepares and maintains a variety of records, data and reports. Develops and submits the SunTran's National Transit Database (NTD) reports. 11. Monitors and evaluates transit operations. 12. Must be familiar with FTA software data systems. Perform any other related duties as required or assigned. Minimum Qualifications QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. EDUCATION AND EXPERIENCE Bachelor's degree (B.A, B.S., etc.), plus 4 years related experience and/or training, and 1-year related management experience, or equivalent combination of education and experience. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Florida Driver's license PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS American Institute of Certified Planners (AICP) Graduate degree (M.B.A., M.A., etc.) Supplemental Information COMMUNICATION SKILLS Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents. Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane, algebra, solid geometry and trigonometry. CRITICAL THINKING SKILLS Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats. SUPERVISION RECEIVED Under general direction, working from policies and general directives. Rarely refers specific cases to supervisor unless clarification or interpretation of the organization's policy is required. PLANNING Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for a group of employees engaged in widely diversified activities. DECISION MAKING Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance, either of which would affect the work operations of medium organizational component and the organization's clientele. MENTAL DEMAND Very close mental demand. Operations requiring very close and continuous attention for control of operations which require a high degree of coordination or immediate response. Operations requiring intermittent direct thinking to determine or select the most applicable way of handling situations regarding the organization's administration and operations; also to determine or select material and equipment where highly variable sequences are involved. ANALYTICAL ABILITY / PROBLEM SOLVING Oversight. Activities covered by expansive policies and objectives, and oversight as to execution and review. High order of analytical, interpretative, and constructive thinking in varied situations covering multiple areas of the organization. USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS Regular personal computer support, technical help, and/or basic software support, database analysis, level I technician, project coordination, installation and help desk. ACCURACY Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and/or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in the job. PUBLIC CONTACT Regular contacts with patrons where the contacts are initiated by the employee. Involves both furnishing and obtaining information and, also, attempting to influence the decisions of those persons contacted. Contacts of considerable importance and of such nature, that failure to exercise proper judgment may result in important tangible or intangible losses to the organization. EMPLOYEE CONTACT Contacts with other departments or offices and also frequently with individuals in middle level positions; consulting on problems which necessitate judgment and tact in presentation to obtain cooperation or approval of action to be taken. Also, important contacts with associates as required in advanced supervisory jobs.
