OverviewAttorney General Andrea Joy Campbell seeks an experienced leader to join her management team as Chief of the Energy & Ratepayer Advocacy Division (ERA). Pursuant to G.L. c. 12, § 11E, ERA advocates on behalf of the customers of Massachusetts’ electric, gas, and water companies. ERA’s mission includes holding utilities accountable for providing just and reasonable rates; advocating for a smart, cost-effective and equitable clean energy transition; and protecting consumers from predatory energy companies.DivisionENERGY & RATEPAYER ADVOCACY DIVISIONENERGY & ENVIRONMENT BUREAUPositionDIVISION CHIEF — ENERGY & RATEPAYER ADVOCACY DIVISIONPrimary DutiesThe Division Chief, along with a Deputy Chief, is responsible for supervising and directing the activities of a division of approximately 23 employees, including Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison and an Administrative Assistant.Supervise day-to-day ERA ratepayer advocacy at the Massachusetts Department of Public Utilities (DPU), ISO New England and NEPOOL, and the Federal Energy Regulatory Commission (FERC).Oversee ERA’s consumer protection enforcement practices related to retail electric suppliers and solar companies.Provide regular guidance regarding legal strategy and review/approval of regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements.Develop and implement ERA’s strategic policies, including policy for the Commonwealth’s statutorily mandated clean energy goals; regularly engage with the Legislature regarding Massachusetts energy policy and proposed legislation.Maintain relationships with external stakeholders; represent ERA at conferences, convenings, and events to ensure ratepayer representation in energy policy discussions.Oversee the overall administration of the Division, including hiring and personnel matters, drafting periodic reports, coordinating with the Attorney General and senior staff, and organizing Division activities. Time permitting, handle significant or sensitive matters personally.Position TypeFull-Time/Exempt. For assistance, contact the Human Resources Division at (617) 963-2932.Position RequirementsMust be a member of the Massachusetts Bar.At least seven (7) years of legal experience, with at least five years of regulatory or administrative law experience relevant to ERA’s work.Ability to litigate on policy and technical issues, with emphasis on economic, financial, and accounting considerations.Demonstrated management skills and the ability to communicate effectively, with strong writing, legal-analytical, negotiation, and oral advocacy abilities, and sound judgment.Ability to collaborate and represent the Office with internal and external stakeholders, including constituents, press, and other state, federal, and municipal officials.Demonstrated ability to understand diverse perspectives and interact with constituents and community members with empathy and sensitivity.Ability to work in a fast-paced, team-oriented environment.Active Massachusetts Bar membership in good standing at the time of application.The successful candidate will demonstrate a connection to the people and communities served, and an interest in supporting a respectful, diverse, equitable, and inclusive work environment.The Attorney General’s Office is an Equal Opportunity Employer.
