OverviewThe Human Services Agency (HSA) is seeking a qualified Employment Services Manager II. In general, the ES Manager II provides operational and program oversight of employment services for public assistance benefit programs, which may include CalWORKs Welfare to Work, CalFresh Employment & Training, General Assistance, and other work programs. The ES Manager participates in contract development and monitoring, special projects that improve client services, conducts supervision and staff coaching and support, and meets program Quality Improvement goals.Ideal candidate will possess increasingly responsible experience in a health, social, or community services organization (including significant responsibility for funding, budget development, program utilization, and/or evaluation or coordination of community resources), with at least two years of experience equivalent to a Human Services Supervisor or Human Services Manager I. In addition, the ideal candidate will have at least two years of experience in administering or operating employment service programs.Note: This is a limited-term assignment. Limited term employees are assigned to assignments not to exceed three years. They receive medical and dental benefits similar to regular employees, and a defined contribution retirement plan. This recruitment may be used to fill future limited term positions.ResponsibilitiesImplement, plan, direct, coordinate, and evaluate specialized social or community services, activities, and programs;Participate in the development of goals, objectives, policies, procedures, and priorities within one or more specialized service areas;Prepare cost estimates and justifications for budget recommendations;Monitor and control expenditures to ensure the accomplishment of objectives within an approved budget;Negotiate or participate in negotiating contracts with outside vendors, consultants, or organizations;Administer, monitor, and evaluate contracts; participate in or act as liaison with internal or external committees, boards, and commissions;Maintain an effective working relationship with a variety of public and private organizations, including staff in other County departments and agencies;Answer questions and provide information to the public;Supervise the enforcement of applicable standards, codes, and regulations, as required;Investigate the sources of outside funds, prepare and submit grant applications, and administer secured funds;Prepare written reports, policies, procedures, grants, and contracts;Provide staff assistance to higher-level management on program or service issues;Select, supervise, train, and evaluate supervisory, professional, technical, and/or clerical subordinates;Provide critical leadership and oversight to program operations, staff supervision, and partner engagement;Strategically plan the direction of public assistance employment services programs;Attend State and Regional meetings regarding program and policy changes related to State and Federal Law; andPerform related duties as assigned.Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical qualification is three years of increasingly responsible experience in a health, social, or community services organization, including significant responsibility for funding, budget development, program utilization, and/or evaluation or coordination of community resources.KnowledgePrinciples and practices of public administration and program management, including planning, implementation, and evaluation.Principles and methods of social and community services, including current trends in education, research, training, treatment, intervention, rehabilitation, or related issues.Laws, codes, and regulations governing social and community service programs, and knowledge of County, state, and federal legislative developments applicable to contemporary program or service anizational and fiscal management within a multi-faceted, community-based program munity resources, public/private services and funding sources.Skill/AbilityIdentify and analyze complex socioeconomic issues and problems.Plan, direct, coordinate, implement, and evaluate programs and services on a comprehensive, County-wide level to meet community tegrate a variety of activities and services to achieve program goals, objectives, and priorities.Apply principles and techniques of community organization.Speak effectively to diverse audiences, including clients, professionals, civic, and citizen groups.Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.Prepare complex and detailed written reports, program policies, procedures, and contracts.Train staff and coordinate activities of contractors, volunteer groups, and staff.Operate strategically with other Employment programs.Other Information: This is a limited term recruitment.
