OverviewSenior Assistant Legal Counsel — Labor & EmploymentJob ID: 108039Location: Oregon City, OregonFull/Part Time: Full TimeRegular/Temporary: RegularClackamas County is seeking a Senior Assistant Legal Counsel to provide expert legal guidance on critical labor and employment matters, represent the county in complex cases, and help ensure compliance across all levels of county operations.ResponsibilitiesProvide strategic legal counsel to County leadership and departments, including Human Resources, on employment and labor law matters.Represent the County before arbitrators in contract interpretation or disciplinary grievances that advance to final and binding arbitration.Advise other attorneys and paralegals in employment and labor-related legal matters.Evaluate and guide County-wide policies and practices to ensure legal compliance with evolving state and federal employment law requirements.Analyze proposed state and federal legislation affecting County operations and draft proposed amendments in coordination with County Public and Government Affairs.Conduct legal research, prepare legal opinions, memoranda, and briefs to guide County decision-making.Advise the County on issues related to labor negotiations and the obligations of public bodies under the PECBA.Build and maintain collaborative relationships with attorneys from other jurisdictions and agencies on labor and employment matters.Represent and advise the County at public meetings and executive sessions, including presenting complex legal issues in clear, actionable terms.QualificationsRequired Minimum Qualifications: Minimum of five (5) years of related experience with a focus on employment law; active member of the Oregon State Bar in good standing prior to appointment. If licensed in another state, visit the Oregon State Bar admissions page for reciprocity information.Strong written and verbal communication skills, and ability to document findings and decisions clearly.Preferred Special Qualifications: Experience advising management on compliance with labor law requirements in represented employee management, experience in public sector labor and employment law, experience in employment litigation, supervisory experience of attorneys or legal staff, and familiarity with county government organization, ordinances, rules, policies, and risk management principles.Pre-Employment & ScheduleMust pass a criminal history check, which may include fingerprint checks.Driving is required for county business; valid driver's license and acceptable driving record required.This position participates in the county's alternate workweek program (40 hours Mon–Thu; Fridays off) and may be hybrid on-site/telework, subject to department needs.Work Location and DepartmentThe Office of County Counsel provides countywide legal services and represents the county in federal, state, and tax courts, labor arbitrations, and administrative pensation & BenefitsAnnual Pay Range: $148,648.66 - $200,675.74. Salary offers are based on experience and are paid within the posted range.
