OverviewAn Official website of the Commonwealth of MassachusettsThis job description is for the Executive Director of the Massachusetts State Athletic Commission (MSAC) under the Division of Occupational Licensure (DOL).The MSAC is a public safety board within DOL. It establishes minimum qualifications for licensure, licenses qualified professionals, and enforces rules and regulations, taking disciplinary action when necessary.About the OrganizationThe Division of Occupational Licensure (DOL), within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring professionals comply with state licensing laws. DOL oversees 26 boards of registration, licensing and regulating more than 500,000 individuals and businesses across 100+ trades and professions. DOL also licenses the Office of Public Safety and Inspections (OPSI) and the Office of Private Occupational Schools.DOL’s mission is to protect public health, safety, and welfare by licensing qualified individuals and businesses, ensuring fair enforcement of licensing laws, promoting consumer protection, a fair marketplace, and education and outreach. DOL values inclusiveness and diversity and strives for welcoming work environments.About the RoleThe Executive Director (ED) for MSAC reports to the Associate Deputy Commissioner of Boards and Policy (ADC). Under the ADC’s direction, the ED oversees daily licensing, enforcement, and compliance activities, manages the complaint management system, supervises investigations and compliance efforts, coordinates enforcement priorities, assigns and reviews cases, trains staff, and conducts conferences and interviews. The ED oversees staff who process permits for MSAC events (over 100 events most years) and ensures proper documentation for fighter safety, including medical records, and accurate entry into national software tracking systems. The ED also oversees the yearly MSAC financial audit and ensures accuracy of records from all events.The ED works on process improvements and collaborates with external stakeholders. The ED is critical to the smooth operation of events and works to increase event frequency and improve paperwork and communication. Knowledge of the unarmed combat sports industry is important.The ED supervises professional and/or administrative staff supporting MSAC’s board functions, including training, evaluating, and delegating tasks. The ED must be a strong, versatile manager and establish operating policies, delegating and supervising services provided by staff. The ED is a records custodian ensuring compliance with state and federal laws, including the state public records law, and assists with subpoenas and public information requests in consultation with MSAC counsel.The ED oversees sanctioning and permitting of MSAC events, which may occur during evenings and weekends, and is expected to attend sanctioned events throughout the Commonwealth.Duties and ResponsibilitiesThese duties are a general summary and not all inclusive.Oversee the daily administrative function for MSACManage all board meetings and subcommittee municate with Commission members, set schedules, determine locations, and approve agendas and Commission packets, ensuring documents required for meetings are accurate and complete.Ensure agendas and meeting minutes are accurate and posted in compliance with the Open Meeting Law.Assist the Commission with reviewing and updating regulations, and with the Agency promulgating regulations.Provide written and oral advice to the Agency on regulatory matters related to MSAC.Establish and maintain relationships with MSAC Commissioners; present policy, regulatory, administrative, and enforcement issues for board consideration.Collaborate with assigned legal counsel to draft proposed regulations.Oversee Amateur Sanctioning Bodies and ensure compliance with laws and municate with external stakeholders on new events and expansion of events.Assist with training staff, including MSAC-appointed deputy commissioners, on relevant processes and event oversight.Attend events and assist with compliance and safety to ensure smooth events.Manage and oversee licensure operations and processManage all licensing and regulatory functions for the Commission.Develop and oversee license processes; assess and recommend process improvements; draft related documentation.Approve/deny individual license applications for licensure.Determine eligibility of applicants to fight by evaluating experience, medical records, and other documents.Work with promoters and matchmakers to ensure fight cards and required documents are submitted within regulatory timelines and presented for approval as needed.Assign officials and staff strategically to maximize presence and meet health and safety standards at events.Direct MSAC Investigation and Compliance ProgramAssign and monitor MSAC complaints for investigation of violations; conduct interviews, collect documentation, review records, evaluate, and write terpret and apply licensing rules to investigations.Monitor pending complaints and work with board counsel, prosecutors, and investigators to ensure timely progress and resolution.Recommend policies and regulatory changes based on findings and implement approved recommendations.Ensure compliance officers and deputy commissioners are trained in MSAC regulations and follow policies in the field.Develop a deputy commissioner training program to keep staff up to date on MSAC regulations for sanctioned events.Manage personnel and human resourcesScreen and interview for staff positions as vacancies arise, with DOL leadership alignment.Perform performance evaluations and provide feedback to meet DOL goals.Document HR issues and work with the Assistant General Counsel on HR matters.Ensure unit staff are properly trained and compliant with policies and manuals.Promote compliance with Open Meeting Law, Public Records Law, State Ethics Law, and codes of conduct.Delegate tasks, review work, and provide a supportive environment for staff development.Disciplinary processes and recordsProvide expertise with disciplinary processes and track internal progress on complaints against licensees.Make recommendations for license reinstatement based on compliance with discipline terms.Provide input on adjudicatory/disciplinary decisions based on laws and regulations.Fiscal ResponsibilitiesEnsure all fees related to G.L. c. 147 are paid and recorded per the law.Act as the primary contact for the yearly MSAC fiscal audit.Review deputy commissioner pay sheets for timely payment.Ensure accurate records are received from all fights and properly tracked.Records custodianOversee staff responses to Public Records Law and Fair Information Practices Act requests.Assist external affairs and legislative liaisons in responding to inquiries regarding disciplinary or investigative matters.Preferred Knowledge, Skills, and AbilitiesThorough knowledge of management, regulation processes, state government and budgeting. Ability to establish relationships with stakeholders, and strong written and verbal communication. Experience with database management, licensing, inspections, and investigations. Substantive knowledge of unarmed combat sports. Significant supervisory and managerial experience. Ability to travel throughout the Commonwealth for events and trainings. Proficiency with Word, Excel, Access, and related software. Strong planning, research, and organizational skills; familiarity with investigative, inspectional, and prosecutorial processes.Should be skilled in process improvement, strategic planning, systems dynamics, and leadership of staff.All applicants should attach a cover letter and resume to their online submission for this position.QualificationsMINIMUM ENTRANCE REQUIREMENTS:Six (6) years of full-time (or equivalent part-time) professional, administrative, supervisory, or managerial experience in business/public administration or related fields, with at least two (2) years in a project management, supervisory, or managerial capacity.
