OverviewPrincipal Technical Consultant, Biologist/Regulatory Specialist, Power and Renewables (Senior Level) role with ERM’s Capital Project Delivery service. The ideal candidate has experience conducting and leading environmental permitting efforts with California utility companies, and technical expertise in natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. The role focuses on selling and delivering ERM’s services, supporting development of complex projects, and contributing to the growth of ERM’s business.ERM’s CPD team supports development of projects in the power, technology, telecommunications, mining, chemical, transport, and infrastructure sectors, from planning through construction and operation, with emphasis on environmental, social, health, and cultural resource management.There are significant career growth opportunities, including potential eligibility for ERM’s path to partnership after demonstration of leadership and performance targets. Growth opportunities in Account Management and people leadership may also be available.All information below reflects the responsibilities, requirements, and benefits typical for this role as described by ERM.ResponsibilitiesServe as Project Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects).Contribute to preparing technical studies and impact assessment documents, including Environmental Impact Reports (EIRs) and Biological Constraints Reports, serving in roles from program manager to lead technical expert to QA/QC.Lead programs to develop permit strategies, specify best management practices, and prepare permit applications; negotiate conditions with applicable state and federal agencies.Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects with emphasis on permits and consultations with agencies such as the U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Boards.Collaborate with Account Directors/Managers on client account development, sales, and delivery of ERM’s consulting services to provide strategic value in electric/gas transmission and generation siting/development markets; identify client needs and articulate ERM’s capabilities.Participate in growing and developing a high-performance team; oversee project work of staff consultants and mentor staff to foster growth and new areas of responsibility.Work in a collaborative, cross-functional environment to build ERM’s global business and lead client and practice teams; drive innovation within the Impact Assessment and Planning service offering to differentiate ERM in the market.Meet business health and safety standards, financial targets, project budgets and schedules, client satisfaction, and internal risk management and contractual requirements.RequirementsBS/MS in biology, environmental science, or related field.6+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California.Business acumen to understand risks and opportunities and provide enterprise-wide solutions for clients.Track record delivering multi-million dollar environmental programs or winning large, strategic projects.Established relationships with California utility companies (e.g., PG&E, SCE, Sempra) to leverage contracts for new opportunities.Ability to cultivate new client relationships with Bay Area-based Technology, Media, and Telecommunications clients, in collaboration with account teams.Strong understanding of impact assessment and management issues in the California electric/gas transmission and generation market; high technical competence and broad CEQA best practices knowledge.Recognized technical expertise and reputation with key regulators relevant to CEQA approvals.Strong people leadership skills to manage and develop a team of direct and indirect reports.Positive, collaborative mindset aligned with ERM’s global pensation: For the Senior level, the annual base pay is typically USD 106,480–148,700. Final pay position depends on factors including education, qualifications, experience, geographic location, performance, travel, and business needs. There may be compensation outside this range based on these factors. The role is eligible for an annual discretionary performance bonus.Benefits include paid time off, parental leave, medical/dental/vision, life, disability and AD&D insurance, retirement plans (401(k) or equivalent), and other eligible benefits.
