Graham Building, 1350 Northwest 12 Avenue, Miami, FL 33136Position Overview:The Director of Financial Services oversees the division and staff activities, maintains financial systems, develops financial policies, manages internal controls, procurement, budgeting, cash flow, grant and contract management, financial analysis, accounting, and coordination with local, state, and federal agencies. This position is exempt from the Fair Labor Standards Act (FLSA).Job Responsibilities include:Preparing the annual Legislative Budget Request to the Florida Legislature, ensuring appropriations for grants and contracts, monitoring spending, and preparing budget amendments.Preparing the annual Miami-Dade County budget request for submission to the Board of County Commissioners.Overseeing financial, accounting, travel, and procurement systems required by state, county, federal agencies, and grantors.Supervising accounts payable and ensuring compliance with Prompt Payment statutes.Managing year-end closing, financial statement preparations, audits, and responses.Analyzing budgets and cash flow for all funds, including state and county funding.Overseeing the management of Trust Funds, grants, contracts, and fee-based funds.Coordinating with Human Resources on staffing and salary rates.Managing a team of 12 staff members and responding to their requests.Minimum Requirements:Graduation from an accredited four-year college or university with a major in finance, accounting, or related field, and four (4) years of professional experience in accounting or finance, with at least three (3) years in a supervisory role, ORA master’s degree with three (3) years of professional accounting experience, with at least three (3) years supervisory, ORPossession of a CPA certificate and three (3) years of professional accounting experience, with at least three (3) years supervisory.Required expertise includes:Knowledge of accounting and financial planning principles, practices, and proceduresKnowledge of non-profit or governmental fund accountingKnowledge of grant and contract managementSkills, Characteristics, and Abilities:Excellent analytical, organizational, and detailed-oriented skillsAbility to meet strict deadlinesCritical thinking and problem-solving skillsEffective verbal and written communicationAbility to multi-task under pressureIndependent and team work capabilitiesInterpersonal skills for dealing with staff and outside agenciesUnderstanding and application of rules, policies, and proceduresProficiency with Microsoft Office, especially advanced Excel skillsSupervisory, motivational, and organizational skills for staff managementStarting Salary: $95,000 - $140,000 (salary commensurate with experience)To apply, submit your salary history and resume to: with the subject line: Financial Services Director.
