As the Senior Manufacturing Improvement Engineer Analyst, you will be on a dynamic team providing technical and programmatic support to the Construction Branch of the VIRGINIA Class Submarine Program (PMS450 and the U.S. Navy's Team Submarine Program Offices at the Washington Navy Yard in Washington, DC). Team Submarine's Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack and ballast missile submarines. PMS450 is the acquisition program office for the New Construction of Attack Submarines. Responsibilities Be responsible for identifying, planning, and implementing improvement initiatives to accelerate operational efficiency, productivity, and safety within the assigned shipyard. Support the management and execution of technical and design requirements for new and ongoing submarine shipbuilding programs. Analyze existing shipbuilder processes and workflows to identify inefficiencies and areas for improvement. Develop and implement strategies to streamline operations and enhance productivity. Apply Lean, Six Sigma, and other process improvement methodologies to identify waste, reduce cycle times, and improve overall quality in shipbuilding and maintenance processes. Lead and manage improvement projects from conception to completion, ensuring they are delivered on time, within scope, and budget. Coordinate with multiple departments and stakeholders to achieve project objectives. Collect, analyze, and interpret data to drive decision-making processes. Use performance metrics and data analysis to support continuous improvement initiatives. Work closely with engineering, production, quality assurance, and other relevant departments to implement improvement initiatives and ensure alignment with overall business goals. Manage change effectively within the organization by communicating effectively with all levels of staff and promoting a culture of continuous improvement. Be responsible for improvement and acceleration tasks. Identify barriers to efficient production and work with the shipbuilder to remove them. Implement digital tools for real-time tracking of production activities to increase transparency and efficiency. Introduce automated solutions in repetitive and labor-intensive tasks to improve accuracy and free up workforce for high-value activities. Enhance material handling processes to reduce waste and improve inventory management. Streamline communication channels between departments to reduce delays and improve coordination. Implement preventive maintenance schedules to improve equipment reliability and reduce unexpected breakdowns. Develop a standardized process for maintenance and repairs to reduce downtime and prolong equipment life. Qualifications To be successful in this role, you will have: An active or current DoD Secret clearance. US Citizenship. Bachelor's Degree; an Associate's Degree with 2 additional years of experience will be considered in lieu of a Bachelor's, or a High School Diploma/GED with 4 years of additional experience will be considered in lieu of a Bachelor's. 8 years of experience. Experience in a process improvement or operations role, preferably within the maritime or manufacturing industry. Understanding of Lean, Six Sigma, or other process improvement methodologies. Excellent project management skills with the ability to lead cross-functional teams effectively. Proficiency in data analysis and ability to interpret complex datasets. Strong communication, presentation, and interpersonal skills. Ability to think strategically and execute tactically. Engineering and acquisition fundamentals, as well as expertise with surface and undersea shipbuilding programs. Excellent written and oral communications skills. Strong quantitative, analytical and conceptual thinking skills. Ability to facilitate and coordinate efforts with key government and non-government stakeholders. Ability to work with minimal supervision and in time-sensitive environments. Ability to act as the technical owner for complex components and assemblies, including stakeholder engagement, requirements definition, roadmap management, team coordination, design, implementation, sustainment and evolution. Ability to learn and grow, mentoring junior team members and building team cohesion. Ability to analyze mechanical designs through review of design artifacts. Proficiency with Microsoft Office. Ability to be flexible with job specifications and schedules. Demonstrate the ability to interact with senior management on complex technical issues. Ability to work in a team environment and independently, often under short deadlines. Ability to be a team player and contribute to the team while continually seeking ways to enhance contributions. Ability to resolve a wide variety of technical challenges in a fast-paced environment. Travel up to 10% of the time; some travel outside the DC area may be required. Additional desired experience and skills Master's Degree Submarine Experience Submarine construction Technical knowledge of SUBSAFE program U.S. Naval Nuclear Power School & NPTU Prototype Training Active NNPI account and CAC 10 years of experience with Navy acquisition and Submarine Programs Experience leading a project and interfacing with an end item customer Knowledge of Program Management, including the acquisition process, budgeting process and Navy program execution Active-Duty Experience in the submarine service preferred Recent experience in Team Submarine Submarine Engineering experience US Navy experience in the Naval Nuclear Propulsion Program Familiarity with fluids and thermodynamic analysis Major System knowledge - Main/Aux Steam, Steam Drains and Gland steam, Feed and Feed Transfer, Lub Oil and Lub oil Transfer, Main Circ and Shaft seal; oversight of valves, pumps, fittings, gauges as part of the system Proficient with Microsoft Office platforms Knowledge of Matlab and Simulink modeling Experience working in DoD or DoN environments Experience supporting a submarine acquisition program Knowledge of Submarine Structural Integrity requirements (design, construction, maintenance) Excellent written and oral communication skills to interface with customers Motivated, well organized with strong project management skills; capable of working independently and in a team Experience with steam plant design, operations, or testing is beneficial but not required Support for Naval Sea Systems Command (NAVSEA) engineering management Experience leading weekly meetings with ship builders and suppliers regarding actions and statuses Experience reviewing design specifications, resolving technical issues, and preparing technical documentation NAVSEA and SUPSHIP audit support experience preferred General knowledge of submarine engineering requirements Ability to apply technical principles in structural design and analysis with guidance from senior staff Ability to work with ship systems in a collaborative environment Good communication and technical writing skills Experience in DoD or DoN environments preferred Experience supporting a submarine acquisition program Knowledge of DoD policies, NAVSEASYSCOM/Team Submarine policies and procedures Experience with Navy and Team Submarine contexts is desirable Take this opportunity to join a high-performing team, advance your career, and make a real difference supporting America's Navy.
