****Pay Range:****$135,000.00 - $222,750.00## ****Supervisory Organization:****AVP Enterprise Applications****Country:****United States of America****Address:****1401 PACIFIC AVE****City:****DALLAS, TX 75202****FLSA:****Exempt****Professionals:****01 - Official Administrator (EEO-4-United States of America), 1A - Officials and Executives (EEO-SubCategory)****General Summary:****The Director, Enterprise Applications reports to the Assistant Vice President, Enterprise Applications and is responsible for overseeing the implementation, maintenance, and continuous improvement of enterprise application systems to support organizational goals and operational efficiency. This includes oversight of mission-critical applications across functional domains such as Transportation ERP systems (e.g., Trapeze, Transit Master, INIT), Enterprise Resource Planning (ERP) suites for Human Resources, Payroll, Finance, and Procurement (e.g., Kronos, Lawson, Workday, Employee Benefits, Risk), Enterprise Asset Management (EAM) systems, Customer Relationship Management (CRM) platforms, Video Management Systems (VMS), Passenger Information Display Systems (PIDS), Police Technologies, Inventory and Materials Management, Vertical Lift Modules (VLM), and mobile-enabled enterprise solutions. The Director oversees the implementation, configuration, upgrades, administration, and ongoing maintenance of these applications, while also leading vendor relationships, procurement activities, and software license management. The role ensures that all enterprise systems align with both the department and the Agency’s strategic goals, security policies, and data governance standards. Leading a cross-functional team of application administrators, analysts, product managers, and other technology professionals, the Director works closely with executive leadership to shape and execute the Department’s vision. This position plays a critical role in providing technical expertise, business process optimization, and functional support, while driving major system implementations, continuous improvement initiatives, and digital transformation efforts. A strong background in enterprise architecture, large-scale system integration, and business process automation is essential for success in this role.****Essential Duties and Responsibilities:******ESSENTIAL DUTIES AND RESPONSIBILITIES**:* Provide strategic direction and leadership for a portfolio of enterprise applications, including ERP systems such as Workday, Lawson, Kronos and TeleStaff that supports Human Resources, Procurement, Finance payroll and invoicing, and Employee benefits; Enterprise Asset Management (EAM), CRM, Video Management Systems (VMS), Passenger Information Display Systems (PIDS), Transportation ERP platforms (e.g., Trapeze, INIT), Operational Technologies to support Bus and Rail Operations, DART Police technologies, and security sensitive operational technologies.* Oversee the Information Technology Service Management (ITSM) solution for the Technology department and the Agency, with knowledge of the ITIL framework, service management and service delivery, architecture review, and change management.* Lead the planning, implementation, configuration, testing, and upgrading of enterprise systems, ensuring performance, scalability, and compliance with change management protocols.* Align enterprise application strategies with agency-wide goals, operational needs, and digital transformation priorities.* Oversee the full product lifecycle, from concept to delivery, and maintain a prioritized product backlog to drive value and business alignment.* Support Technology Leadership by preparing board readiness materials, including strategic briefings, contract documentation, and agenda reports to ensure effective executive and board engagement.* Ensure stability, integration, and continuous innovation of enterprise applications to meet evolving business needs and support Technology departments’ strategic roadmap.* Establish and oversee application governance frameworks, change management processes, and service level objectives to promote operational excellence and accountability.* Direct and mentor multiple cross-functional teams, including application administrators, analysts, product managers, and senior managers fostering professional development and high performance.* Ensure seamless integration and data flow between enterprise systems and the enterprise data warehouse, including support for mobile and field-based technologies.* Champion continuous improvement through system optimization, upgrades, and cross-system enhancements that drive operational efficiency.* Manage the capital and operating budgets of the Enterprise Applications cost centers; oversee procurement planning, vendor negotiations, and software license management to ensure fiscal responsibility and compliance.* Collaborate with internal stakeholders and external vendors to ensure effective support, maintenance, and evolution of enterprise applications.* Maintain adherence to cybersecurity, data privacy, and regulatory standards across all enterprise systems.* Monitor application performance, track KPIs, and regularly provide leadership with strategic insights and recommendations for improvement.* Deliver high-quality technical and functional support to users of enterprise applications, ensuring smooth operation and rapid resolution of any issues.* Oversee the entire procurement lifecycle, from requirements definition and RFP development to vendor selection, contract negotiation, and ongoing performance management.* Perform other leadership responsibilities as needed in support of the Technology department and Agency mission.**MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:****Note**: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.* Bachelor’s degree from an accredited college or university in Business Administration, Computer Science, or a related field.* Five (5) years of experience in developing and managing enterprise applications, enterprise application architecture, including two (2) years of experience managing professional staff, building strategy and vision for enterprise scale products.* Information Technology Infrastructure Library (ITIL) and Project Management Professional (PMP) certifications are preferred.* Valid Texas Class A, B, or C driver’s license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles, or drive in the course and scope of job.* Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles, and the ability to lift 50 pounds.* Proficiency of PC software applications to include Microsoft Office or other related software applications.* Proficient in task scoping, project management, problem-solving, resource management, and understanding budget and cost factors.* Skilled in handling conflicts constructively and negotiating agreements.* Knowledge of budget development/analysis, and operational cost factors.* Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.* Must be able to work variable hours to support emergency response to outages, support staff during maintenance windows, product implementations, and upgrades.* Must be able to perform work from remote locations and DART field locations, and to support maintenance, outages, and implementations) as needed.* Must be able to work in an on-call rotation.* Must maintain all certification(s) required for this position.* Ability to build relationships, #J-18808-Ljbffr
