OverviewManaging Director - Real Estate, Incentives, & Tax Credits ProgramsUS-NJ-Various - NewBrunswick Newark Trenton CamdenJob ID: 2025-2208Type: Regular Full-Time# of Openings: 1Category: Manufacturing, Incentive, & Tax CreditJob OverviewThe role is a senior leadership position within the NJEDA Real Estate Tax Credit Department, responsible for overseeing the Authority’s real estate portfolio of tax credits and incentives, leading strategic development projects, and driving programs such as Aspire, CAFÉ, Brownfields, Historic Tax Credits, and more.$129,744 - $145,962Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. This program requires high speed home internet access and manager approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and maintain a principal residence in the State of New Jersey.ResponsibilitiesDutiesDaily Tasks and Responsibilities:Leads the team in managing real estate programs that support the state’s real estate development projects from conception to closing, including project financial analysis. The suite of programs anchored by Aspire and CAFÉ.Reports out on the results of the real estate incentive and tax credit programs and actively manages the transaction product pipeline.Projects:Oversees new programs as authorized by the Legislature around direct real estate development or supporting private sector real estate development.Directs the implementation of projects to meet the EDA’s fiscal and policy objectives and oversees development of transaction project pipeline to ensure ongoing delivery of new economic development projects.Presents or oversees presentations to stakeholders internally and externally.Goals and Objectives:New Initiatives: Implements programs and projects authorized by statute focusing on both direct public development and support for private sector activities.Ensures delivery from initial concept through financial close, often including cross-agency or public-private collaboration.Directs project execution to meet both EDA fiscal goals and statewide policy priorities.Collaboration and Cross-Divisional Interaction:Works cross-organizationally to achieve state economic development objectives, while meeting EDA performance goals.Serves as a resource to stakeholders, the NJEDA Board, and partner agencies on real estate and development activities.Reporting Structure:Reports directly to the Chief Tax Credit & Incentives Officer and is a member of the NJEDA’s Operating Committee.Oversees, directs, and organizes the Real Estate Development & Programs teams and their products.Must complete annual self-assessment as required.Performs other duties and special projects, as assigned.QualificationsSkills and QualificationsTechnical Skills:In-depth knowledge of real estate development practices and economic development and planning.Understanding of property and facility management, construction and design issues, and urban planning.Knowledge of regulatory and permitting issues surrounding real estate development.Knowledge of state government entities and requirements.Soft Skills:Outstanding Communication: Demonstrates exceptional written, verbal, interpersonal, and presentation abilities, enabling effective engagement with diverse stakeholders — including senior management, the EDA Board of Directors, staff, government officials, business and industry partners, and individual clients.Analytical Communication and Stakeholder Collaboration: demonstrates the ability to clearly explain complex capital structures and financing strategies to partners, investors, and non-technical members, fostering informed decision-making and consensus.Leadership and Team Motivation: Inspires, motivates, and leads teams with a strong focus on results, fostering accountability, ownership, and pride in achieving departmental and organizational objectives.Culture Building: Champions a high-performance culture rooted in collaboration, cross-functional teamwork, continuous improvement, and a commitment to professional growth and quality.Project Management Excellence: Applies advanced project management skills to interpret regulations, develop and refine operational processes, and drive the continual enhancement of project management systems throughout the department.EDA Leadership ProfileTalent Management: Acquires, develops, and manages high-performing teams.Cross-Functional Collaboration: Partners effectively across boundaries and functions.Vision-Driven Results: Drives a clear vision and strategic thinking for achieving novation and Change: Encourages new ideas, opportunities for change, and motivates team members.Experience:Minimum 10 years of experience in relevant field (real estate finance and/or development, public policy, urban planning, City or State agency with a proven record of extensive experience on economic development and real estate).Minimum 5 years of management experience.Minimum 7 years’ experience in portfolio management with a clear demonstrated understanding of risk management and portfolio benchmarking metricsAdvanced degree or industry specific certification may be substituted for 1 year of experienceEducation:Bachelor’s degree in business, real estate, public policy, urban planning, finance or law; Master’s degree preferred.Software/Tools Proficiency:NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.Additional InformationMinimal physical demands and ability to work out normal business hoursTravel expected when necessary for business operationsCertificates and Licenses RequiredStaff are required to possess a driver s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.NoteThe examples of work for this title are for illustrative purposes only.
