OverviewThe San Francisco Department of Public Health (SFDPH) seeks a Director of Information Systems Projects and Vendor Management (9978 Technology Expert II). The role will oversee the planning and implementation of SFDPH’s enterprise systems/applications strategy, ensuring alignment with the Department’s strategic priorities and long-term vision. It involves guiding analyst teams, managing vendor partnerships and contracts, and delivering measurable results that support the Department’s mission. The role requires in-person work at least 80% of the time and reports to the Deputy CIO. This position supervises two Directors and more than 100 staff.Role DescriptionThe Director oversees critical systems, including electronic health records (e.g., Epic, clinical and billing platforms), public health systems (e.g., disease surveillance, restaurant inspections), and business tools (e.g., HR/workforce, materials management). The role collaborates with peers responsible for networks, infrastructure, hosting, endpoints/peripherals, and enterprise reporting and data management.Key responsibilities include:Serves as the primary IT division lead for contracts and vendor management; negotiates contract terms, assesses and accepts risk, and monitors compliance with agreements.Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation.Plans, organizes, directs, controls, and reviews the operation of major departmental functions and activities.Keeps informed on industry trends, EHR updates, and federal/state/local initiatives affecting municates with executive-level management regarding the Department’s activities and coordination with other City departments.Represents the Department before boards, outside organizations, the Mayor’s Office, media, and community stakeholders; provides consultation to boards and agencies.Manages cross-team relationships to identify risks and opportunities, monitor project progress, and ensure timely deliverables.Manages the EHR program budget, including forecasting and monitoring expenditures; provides options to management for cost overruns.Participates in budget development with justification for proposals or initiatives.Tracks competing projects and develops mitigation strategies for resource conflicts and timelines.Evaluates efficiency of organizational structure, staff assignments, service levels, and uses findings to improve performance.The Director may perform other duties as assigned/required.How To QualifyEducation: Bachelor’s degree from an accredited college or university; ANDExperience: Six (6) years of managerial experience overseeing IT systems delivery and management, including supervising professionals.EDUCATION SUBSTITUTION: Additional qualifying experience may substitute for the degree on a year-for-year basis up to four (4) years. One year is equivalent to 30 semester or 45 quarter units. One-year full-time employment is equivalent to 2,000 hours. Applicants must meet the minimum qualifications by the final filing date unless noted.Desirable QualificationsEight (8) years of experience in Information Technology leadershipExperience managing large teams (25+) in a complex, integrated environmentExperience with Electronic Health Record (EHR) applications; Epic experience preferredExperience with contracts and laws related to data sharing in healthcare (e.g., HIPAA, 21st Century CURES Act)Experience in hospital, skilled nursing facility, primary care, public health, and jail health processesStrong knowledge of end-to-end processes for effective communication across information systemsProject management and process leadership experience across large, integrated projectsImportant NotePlease clearly demonstrate in your application how you meet the minimum qualifications.
