OverviewSenior Manager for Federal Programs — Location: La Jolla, CA; Work location: Washington, D.C. area. If you are interested in being part of our team, possess the needed licensure and certifications, and feel that you have most of the qualifications and/or transferable skills for a job opening, we strongly encourage you to apply.Job Description is pending classification.ResponsibilitiesThe incumbent leads CW3E's efforts to implement the Research And Operations Partnership (RAOP) between CW3E and the Cooperative Institute for Research to Operations in Hydrology (CIROH). The incumbent will manage and oversee programs and projects related to the evolution and implementation of FIRO activities as FIRO expands from the western US to the rest of the country, focusing on collaboration with NOAA's Office of Water Prediction and NOAA's River Forecast Centers. The incumbent collaborates across CW3E and with the CIROH RAOP partners to ensure that projects are completed on time, within budget, and delivered with high quality; develops detailed tasks and procurement plans; oversees day-to-day activities of the team; and regularly interfaces with team members to track progress, schedules, budgets, and deliverables. Contributes to scientific journal publications and translates research findings into information understandable by both experts and non-experts; responsible for gathering information for and writing comprehensive progress reports. Provides operational and management guidance and mentorship to early and mid-career team members. Provides input into long-term vision and goals and leads implementation of those goals as well as policies, procedures, and programs to achieve them. Represents the center and fosters growth by giving seminars, attending meetings and conferences, and building relationships with key partners and stakeholders.QualificationsAcademic background and experience in the selected area of research.Advanced oral and written communication skills. Experience writing technical and non-technical science reports and papers as the audience dictates. Experience presenting to both technical and non-technical audiences.Creative and independent thinking on concepts requiring advanced analytical skills. Demonstrated problem-solving ability, leadership in creative program development and strategic planning; project and proposal terpersonal skills and ability to work with diverse groups to achieve results. Experience establishing and maintaining effective working relationships.Ability to work collaboratively with internal and external peers and managers. Ability to identify strengths and weaknesses of staff and researchers and integrate efforts to ensure collaboration and efficiency in meeting deliverables.Fundraising experience and experience coordinating and writing proposals.Knowledge of administrative, budgetary, human resources, and financial principles and practices. Experience managing program finance, budget planning, and review.Ability to navigate a highly matrixed organization effectively.Special ConditionsWork location: Washington, D.C. area. The position is responsible for serving as a liaison between CW3E and NOAA and NWS interests in the National Capital area, as well as with other CW3E partners and collaborators located in the area.Job offer is contingent upon satisfactory clearance based on Background Check results.Pay TransparencyAnnual Full Pay Range: $108,100 - $204,900 (will be prorated if the appointment percentage is less than 100%)Hourly Equivalent: $51.77 - $98.13Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
