Job Description

Duties: Conduct office and/or in-home interviews with individuals or families to assess needs and make referrals to transitional assistance such as funds, services, housing, childcare, wellness initiatives, and self-advocacy. Provide general counseling and referrals for clients/residents; refer to State and Federal agencies when needed. Collaborate with Public Safety officials, Council of Aging, and other agencies to handle emergency situations for residents and their families. Prepare division budget; report on expenditures and revenues; prepare fee analyses for programs. Network with other town departments and organizations to ensure town-wide coordinated service efforts for clients; maintain strong working relationships with social service agencies, emergency services, DCF, Child and Elder Protective Services, and mental health service providers. Make referrals to other agencies for necessary services; provide follow-up case management; maintain good working relationships with service organizations including Meals on Wheels, LTRA, hospice, elder services, and the Dracut Public Schools. Assist clients in completing necessary forms to obtain services from appropriate agencies; help clients access resources including educational services, outpatient medical services, legal services, DTA/Cash Assistance, food stamps, medical resources, housing, fuel assistance, tax assistance, SSI, and health insurance. Market and oversee programs at the Community Center; create a sense of community; develop funding plans for outreach and programming resources. Attend Council of Aging and Recreation Commission meetings; sometimes attend other civic group meetings; share information between Human Services divisions, the Town Manager's Office, and other agencies. Manage and implement hiring and training of volunteers and employees, including work schedules, performance appraisals, systems, corrective action plans, job descriptions, and other personnel duties; hold staff and management meetings as needed. Oversee the ride share programs; maintain ridership data for budgetary, grant, and trend analysis. Oversee and edit the COA monthly newsletter and other communication channels; approve all printed, social media, cable TV, newspaper, and website postings. Prepare the Annual Report for submission to the Town Manager; maintain records for budget forecasting and planning; monitor expenditures and revenues; oversee payroll and accounts payable processes. Perform all other duties as required. Qualifications: Master's Degree in Human Services, Counseling, Social Work, or a related field, and at least five years of experience working with or at a Social Services agency. MSW or LICSW certification preferred. Valid MA driver’s license, safe driving record, and own transportation required. CPR, AED, and First Aid certifications or ability to obtain within 60 days of hire. Experience in writing and administering grants and overseeing grant funding. CORI/SORI background check required. Effective, professional communication skills with high levels of patience, tact, and discretion. Ability to maintain confidentiality in accordance with all applicable laws, policies, and standards. Role is considered a Mandated Reporter by MA State Law. Strong organizational and interpersonal skills; ability to work with high attention to detail and prioritize multiple tasks.
