This position reports to the Director of Oversight and works in close collaboration with the Director of Budget and Finance. The Deputy Director reviews and conducts complex fiscal studies, analyzes the annual City budget, develops fiscal policy recommendations, and manages legislative and oversight responsibilities related to the City’s financial matters. The role also supports the President’s responsibilities as Chair of the Board of Estimates and engages with stakeholders across City government, State and Federal agencies, and community partners. **ESSENTIAL FUNCTIONS** Conduct complex fiscal and financial policy studies on legislation introduced by City Council. Analyze and make recommendations on the annual City budget, including revenues, appropriations, and agency expenditures. Prepare fiscal notes, reports, and memos on budgetary and fiscal matters for the City Council President. Support and help execute the City Council President’s budget and finance strategy, ensuring alignment with mission, vision, and values.Manage or execute hearing development related to financial and budgetary matters in standing committees, including research, analysis, memos, convenings, interviews, question lines, and follow up. Provide fiscal analysis on the impact of legislation, including effects on small businesses and intergovernmental relations. Support the Council President’s role as Chair of the Board of Estimates, coordinating engagement with the Comptroller and other stakeholders. Develop and support the introduction and passage of finance, budget, and related legislation. Participate in work groups convened by City Council or the Administration to study fiscal or budgetary issues. Build relationships with internal and external stakeholders to advance fiscal and legislative goals. Plan and coordinate professional development opportunities for Council members and staff on fiscal topics. Perform related duties as required.**MINIMUM QUALIFICATIONS****Education:** · Bachelor’s degree from an accredited college or university in public policy, accounting, business, economics, finance, government, or a related field. Experience: · At least four (4) years of experience in the collection, analysis, and evaluation of fiscal data related to government programs, policies, or procedures.**Equivalency Notes:** · Equivalent combinations of education and relevant experience may be considered**KNOWLEDGE, SKILLS, AND ABILITIES****Knowledge of:**Public budgetary practices and fiscal analysis. Principles and techniques of financial research, statistics, and evaluation. Public administration, municipal finance, and government operations. Trends and issues in municipal, state, and federal government budgeting.**Skills and Abilities:** Strong analytical and problem-solving skills with the ability to produce results on fiscal and policy matters. Ability to synthesize complex budgetary and financial topics and present findings clearly. Effective written and oral communication skills to engage diverse stakeholders. Ability to manage multiple projects and meet tight deadlines. Ability to establish and maintain strong working relationships with elected officials, staff, agencies, and external partners.
