OverviewKORE1, a nationwide provider of staffing and recruiting solutions, has an opening for Director, IT Infrastructure & Security Officer in the Ventura County area. The Director is a key member of the IT leadership team and reports to the Chief Information Officer. The director will provide leadership and guidance in critical areas of technology evolution including designing, implementing, and maintaining IT infrastructure, ensuring reliability, scalability, and security. The director will lead the day-to-day activities of the IT Infrastructure Team including IT security, service desk and end-user computing. This individual will apply team building and communication skills, problem-solving, knowledge of IT best practices, technical expertise, and project leadership to improve operations and drive business value for the organization. Responsibilities Oversee the conduct of and supervise staff including performance evaluations, training, hiring, discipline and termination procedures. Develop and implement project plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities; provide contract oversight within the Information Technology Department. Provide subject matter expertise in highly complex mission-critical enterprise-wide systems requiring expertise in multiple industry areas. Prepare, negotiate and present budgets and other funding proposals; monitor expenditures and operate within budget allocation. Develop strategic plans and implement operational plans to provide information technology infrastructure to support the department/'s business goals; oversee one or more technical areas (e.g., Operations and Infrastructure, Applications, Project Management, Business Analytics, Broadband-Digital Equity, and/or Product Teams). Manage daily operations and processes related to major technology projects and the maintenance and enforcement of applicable codes, standards, policy and regulations; evaluate complex technology project issues and direct policy solutions. Conduct strategic planning and policy development; evaluate regulatory and security implications and coordinate with agencies and regulatory entities to ensure scope and progress. Represent and advise leadership, departments, and the public regarding technology policies, processes, procedures, issues, and security requirements; interpret and apply policies and approvals. Oversee development of staff recommendations, resolutions and reports; prepare and deliver presentations to committees, boards, City Council and outside organizations. Performs other duties of a similar nature and level as assigned. Core Duties Under general direction, lead the development and implementation of a comprehensive IT infrastructure and security strategy. Direct and manage the IT infrastructure, information security, service desk, and end-user computing staff, providing guidance, coaching, and leadership to ensure optimal performance and productivity. Oversee design, deployment, and maintenance of network infrastructure, servers, desktops, storage systems, networks, communications equipment, and other critical IT components, including radio-based public safety communications equipment for city police and fire departments. Develop and implement a robust information security strategy aligned with organizational goals and objectives. Ensure availability, performance, and security of all IT infrastructure systems; proactively identify and resolve issues or vulnerabilities. Develop and maintain policies, procedures, and documentation for IT infrastructure, information security, service desk operations, and end-user computing, ensuring regulatory compliance and best practices. Coordinate and lead change management for information security, IT service desk and end-user computing services, including upgrades and process improvements. Develop, implement, and support broadband infrastructure strategy. Oversee design, implementation, and maintenance of security controls (firewalls, IDS, DLP, encryption). Develop and implement disaster recovery plans to protect and restore critical systems and data after a disaster or major component failure. Monitor and report on the organization/'s security posture; provide regular updates to executive management. Collaborate with cross-functional teams to assess technology needs, evaluate solutions, and recommend improvements for operational efficiency. Review proposed solutions to ensure they meet security and architectural standards. Monitor emerging technologies and industry trends; recommend enhancements to support the organization/'s mission. Improve productivity by addressing deficiencies and recommending changes in tools, training, processes, reporting, and employee engagement. Maintain quality service by establishing and enforcing organization standards. Resolve issues with a proactive approach and a fast path to resolution; some work may extend beyond standard hours. Deliver and exceed IT team performance targets and internal service level commitments. Develop and manage the department/'s budget, track expenses, and ensure cost-effectiveness. Collaborate with internal stakeholders to ensure requirements are considered in design and implementation of new systems or processes. Manage vendor relationships, negotiate contracts, and oversee service level agreements to ensure high-quality services. Foster a collaborative, high-performing team culture with a focus on continuous improvement. Management of the following systems / functions Data storage and management Network connectivity Hardware and software provisioning Information security and data protection Public safety communication systems and tools Disaster recovery and business continuity Virtualization and cloud computing Service desk and end-user support Education A Bachelor/'s Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice / Data Communications, Public / Business Administration or a related field. (must be attached to your application) Experience Possession of the equivalent of eight (8) years of considerable, progressively responsible professional experience in IT infrastructure including data storage, servers, desktops, networks, virtualization, cloud technologies and security, including 2 years of supervisory experience. Strong knowledge of information security principles and best practices, including risk assessment, security controls, incident response, and regulatory compliance. Familiarity with industry standards and frameworks such as ISO 27001, NIST, and GDPR. Highly Desirable Experience, Qualifications and / or Certifications Professional IT operations certification in ITIL and/or other certifications such as CCNA, CCNP, or MCSE. Experience serving in an information security role. Security certifications such as CISSP, CISM, or CISA. Experience managing service desk and/or end-user computing operations. Public safety communications systems experience (police/fire). Managing external IT service providers and IT contracts. Local government or public sector experience. License, Certification and Other Requirements Possession of, or ability to obtain, a valid class C California driver/'s license. Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.
