OverviewGovCIO is currently hiring for Senior Mainframe Developer to perform maintenance, remediation's, and updates to mission critical applications used to support the DCSA background investigation processes. Provide architecture, development and cyber security support for the High Value Assets (HVAs) that make up the background investigation system. This position will be located in the Washington DC Metro area (DC / MD / VA) and will be a hybrid position, primarily remote with a periodic need for customer site visits.ResponsibilitiesIn this role you will support the Defense Counterintelligence Security Agency (DCSA), Background Information Systems (BIS), Case Processing and other background investigation systems. The successful candidate will support requirements elicitation, analysis, development, testing, and application level operational support for mission critical applications providing background investigation processing. The position serves as a member of the development team working both operational and maintenance (O&M) and enhancement initiatives associated with application-level development and operations support. The position requires interaction and coordination touchpoints related to infrastructure, networking, security, and other support entities. ServiceNow is the primary workflow management tool used within the teraction with customers and stakeholders to understand user requirementsUse Atlassian tools including JIRA for requirements trackingDesign solutions that efficiently and effectively meet customer’s requirementsInteraction and support with other development team personnelDevelop software using Natural with ADABASDevelop and maintain software processes to transfer files using Connect Direct softwareDevelop and maintain JCL for batch processingDevelop and maintain queues and flows using IBM MQAnticipates customers and project needs and proactively identifies potential solutionsQualificationsBachelor's with 12+ years (or commensurate experience)Required Skills and Experience15+ years of experience on large scale applications on a mainframe platform developing in both a Batch and Online environmentExpert proficiency programming in Natural using ADABASExperienced in developing using Software AG’s NaturalONE Eclipse-based development environment5+ years’ experience working with customers on defining requirementsExpert proficiency working with customers to define requirementsStrong ability to design solutions across multiple systems or sub-systemsDemonstrated experience interacting with software application program development and management personnel.Proficient in O365 components to include Word, Excel, etc.Strong written and verbal communication skillsClearance Required: US Citizenship and ability to hold a TS Security Clearance.Preferred Skills and ExperienceActive Security Clearance of Top-Secret level or higherStrong working knowledge using IBM’s Connect:Direct for file transfersExperience with using IBM MQFamiliarity with Confluence and JiraWorking knowledge of ServiceNowExperience with meeting hosting via MS TeamsCompany OverviewGovCIO is a team of transformers--people who are passionate about transforming government IT.
