As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Responsibilities Audit Strategy: Lead the design and execution of a comprehensive internal audit plan aligned with the organization's goals and risk profile. Risk Management: Direct identification, evaluation, and prioritization of risks across the organization, including financial, operational, strategic, and compliance risks. Lead the development and implementation of risk management strategies and action plans. Compliance: Ensure the organization adheres to relevant laws, regulations, and internal policies, fostering a culture of compliance. Monitoring & Reporting: Present regular reports on audit findings, risk exposures, and control issues. Oversee the monitoring of risk management activities and report on mitigation efforts. Leadership: Manage and mentor the risk management team, fostering a culture of continuous improvement and professional growth. Collaboration: Partner with internal departments, external auditors, and regulatory bodies to enhance governance, control, and risk management. Policy Development: Create, establish and update risk management policies and procedures to ensure alignment with organizational goals and regulatory requirements. Strategic Planning and Execution: Contribute to the development and execution of the organization's strategic plan, ensuring alignment with long-term goals. Financial Management: Provide strategic oversight of financial performance and practices, as it relates to internal audits and investigations; including making recommendations to improve financial efficiency. Qualifications The successful candidate must be deeply committed to the mission and core values of LAHSA, with a genuine passion for driving positive changes and managing organizational risk in a dynamic and complex environment. The DCRO should have a proven track record in overseeing risk within a large enterprise and proven ability to lead and develop a high-performing team. Strong executive leadership capabilities, including strategic agility, the ability to navigate uncertainty, and innovation in risk management. A minimum of five (5) years' experience in risk management oversight within a large-scale organization, public or government entity, is required. Knowledge of financial management, risk management, operational management, internal audit and compliance requirements. Strong leadership and team management skills, with the ability to motivate and guide teams effectively. Excellent analytical and problem-solving abilities, with experience in process improvement and project management. Strong communication and interpersonal skills, with the ability to interact effectively with stakeholders at all levels. Knowledge in developing and implementing risk mitigation strategies and contingency plans. Knowledge in monitoring and analyzing Key Performance Indicators (KPIs) and operational metrics. Ability to think strategically and align risk management and operational activities. Extensive experience in operations management, risk management, and internal audit with a proven track record of leading and optimizing complex risk, operational, and internal audit functions. Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
