This position is required to be onsite.The OCONUS Construction Manager/Project Manager-Development (OCONUS CM/PM-Dev) leads, manages, and supervises a multi-functional team of subject matter experts, HVAC technicians, allied tradesmen, plumbers, electricians, carpenters, janitors, welders, grounds maintenance personnel. The OCONUS CM/PM-Dev advises and assists the customer in all aspects of project planning, design-build, construction, project deactivation, including supporting site operational and maintenance (O&M) as well as workforce mobilization and demobilization. The OCONUS CM/PM-Dev is responsible for developing construction documents and specifications; evaluation of bids; reviewing of shop drawings and submittals; conducting site inspections and quality assurance; evaluating project modifications and change orders; and validating accomplishment of work claimed on invoices for partial payments. These tasks may include coordinating and assisting third party construction firm(s) to ensure project success, including being on-budget, on-time, within scope, with an acceptable level of quality given the project requirements and the environment.ResponsibilitiesProvide security administration services to assist the Government/'s Area Security Officer with personnel security related requirements.Open security actions and maintain security records.Maintain, verify and facilitate clearance information.Handle requests for building access and clearance certification/verification for visitors.Ensure employees are apprised of security issues, processes, and procedures.Respond to queries and requests for guidance and/or assistance in matters pertaining to security issues, processes, problems, and/or timelines.Process other security-related requests.QualificationsMinimum QualificationsBachelor’s degree in any field; high school, vocational school, or trade school diploma and five (5) years’ work experience in a similar field may be substituted for degree requirement.CertificationsMust have Valid U.S. Driver’s License and be able to obtain an International Driver’s License.Must have a valid U.S. Passport.Be licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van).Pass customer specific training and certifications.Project Management Professional (PMP) desired.Professional Engineer (PE) certification desired.Travel must be worldwide deployable, often to remote, austere permissive and non-permissive environments.Clearance must have an current, adjudicated, and active TS/SCI security clearance with Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.ExperienceTwo (2) years/' of experience in overseas construction management.OCONUS experience with local contractors and labor forces desired.War zone experience desired.Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePoint Knowledge.Knowledge of sound program management techniques.Skills/AbilitiesOperate MS Project or other PM software such as MAXIMOAbility to analyze, prioritize, and problem solve effectively.Written and oral communication skills, especially ability to brief senior officials.Strong multi-tasker with the ability to manage time and prioritiesStrong leadership, project management, team building and presentation skills.Knowledge of deployed expeditionary support services in areas such as logistics management, facility management, supply, transportation, traffic management, vehicle and facility maintenance, warehouse management, and janitorial support services.Specialized knowledge in facility Operations and Maintenance (O&M) support services with general carpentry and/or general construction municate well verbally and in writing at all organizational levels.Work independently and as a team player.Work nights and weekends for operational necessities, as required.Continue developing professional licenses, certifications, and expertise through formal training and on-the-job experience.Handle multiple, demanding, and complex projects in a timely manner with accurate results.Ability to lift 25% of body weight overhead.Supervisory ResponsibilitiesLead, manage, and supervise a multifunctional teamAdvise and assist Client and Project Managers with planning, programming, budgeting, and executing project schedules.Other RequirementsTravel to and through various CONUS and OCONUS locations, often to remote, austere, remote permissive, non-permissive environments.Work in an operationally-sensitive environmentPerform tasks outside during any weather condition for long periods of time.Operate standard office equipment, such as a computer, copy machine and printer.Function in an office environment in a stationary position approximately 50 percent of the time or more.Work well in team environments including demonstrate the ability to function independently with minimal supervision.Develop and build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating coordination of various logistical support projects.At V2X, we are deeply committed to equal employment opportunity, including protection for Veterans and individuals with disabilities, and fostering an inclusive and diverse workplace.
