OverviewThe Bay Area Air District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District regulates industrial facilities and runs outreach and incentive programs to encourage clean air choices. The Air District's jurisdiction encompasses seven counties—Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa—and portions of Solano and Sonoma. The Air District is currently accepting applications for the position of Senior Air Quality Engineer in the Engineering Division. This is an open recruitment for two (2) full-time, represented positions.About the PositionThe Engineering Division administers the permitting program for equipment and operations that emit air pollutants within the Air District’s jurisdiction and provides technical support to internal and external entities with issues related to permitting and permitted facilities. Key programs and projects in which the Engineering Division is actively involved include, but are not limited to:Verification of emissions inventoriesDatabase and software developmentData managementEmissions modelingResponsibilities (Representative Duties)Provide lead direction to engineering staff and perform the more difficult and complex professional engineering work in a variety of areas.Possible duties include computer system development (e.g., functionality of permitting programs for staff and outside customers), data analytics, maintaining documentation (permitting manuals, policies, procedures, guidelines, job aides, reports, webpages), and serving as training coordinator.Lead direction, training, and work review for Air Quality Engineers on routine, continuing or well-defined tasks; coordinate and review work of engineering and support staff on complex, sensitive, and controversial projects, studies, and audits.Develop and recommend revisions to District procedures and regulations; use computer tools to perform engineering calculations and manage data; investigate and correct errors in data systems.Respond to inquiries regarding regulation interpretation, permit preparation, compliance measures and emission calculation methods, and perform permit processing and related duties for major facilities (e.g., refineries, power plants, semiconductor manufacturing).Prepare and update emission inventories and contribute to State and Federal air quality plans; calculate and review emissions inventories; act as technical expert in meetings with outside agencies, environmental groups and industry personnel; may testify before the Hearing Board.Coordinate inspections, evaluate compliance, and recommend enforcement actions; review new developments in motor vehicle technology, fuels, and test procedures as they relate to emissions.Acquire, evaluate, and apply computer models to simulate motor vehicle use and emissions; coordinate risk screening and risk assessment analyses and prepare air quality impact analyses for permits and environmental documents.Develop procedures to forecast pollutant emissions and conduct environmental audits, inspections, and tests; write technical reports and coordinate activities with District staff and external partners.Prepare new regulations and revisions to procedures and regulations based on changes in State and Federal programs.Education and ExperienceA typical path to knowledge and skills is equivalent to graduation from a four-year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field, and two years of air quality environmental engineering experience at a level equivalent to the District's class of Air Quality Engineer II. A related graduate degree may substitute for one year of experience.SkillsSkill in:Applying sound engineering principles and techniques to difficult and complex air quality engineering puting complex engineering calculations quickly and accurately.Performing detailed analyses of designs, specifications and plans.Coordinating a variety of air quality engineering studies.Establishing and maintaining effective working relationships; preparing clear and concise reports and other written materials; Exercising sound independent judgement.Other RequirementsMust possess a valid California driver’s license.
