Our mission is to support housing stability, empowerment, and safety in a structured, trauma-informed environment.The HolBrock Estates Special Police Department is a critical part of this mission, ensuring safety and security for residents, staff, and facilities.Summary of PositionThe Special Police Officer Chief leads HolBrock’s Special Police Department and serves as the organization’s Safety Officer, responsible for department oversight, emergency preparedness, safety inspections, and compliance with CARF accreditation standards. The Chief ensures the legal operation of all Special Police Officers and fosters a safe, trauma-informed environment across HolBrock properties.Primary Duties and ResponsibilitiesSpecial Police OversightSupervise and direct all Special Police OfficersMaintain post orders, duty logs, and compliance recordsVerify all officers maintain valid Maryland Special Police CommissionsCoordinate with Operations leadership for coverage and incident responseServe as point of contact during safety incidents or external inspectionsProvide in-person or remote leadership during emergenciesSafety Officer Responsibilities (CARF Compliance)Maintain Safety Binder with: ○ Organizational safety policies ○ Master grid of required safety activities ○ Inspection forms and documentation of completed actionsConduct and document quarterly self-inspectionsFacilitate external inspections and present results to leadershipTrack and archive inspection reports, minutes, and follow-upsEmergency PreparednessPlan and conduct regular drills (fire, lockdown, evacuation, etc.)Document and submit Emergency Drill Reporting FormsDebrief staff after drills and recommend improvementsMaintain full drill documentation per siteTraining & CollaborationWork with HR to ensure new and existing staff receive safety trainingDeliver or arrange training sessions and distribute safety materialsParticipate in professional development relevant to safety and policingAdditional ResponsibilitiesRespond to emergency or safety incidents after hours as neededAttend leadership meetings and safety planning sessionsRepresent HolBrock Estates during inspections, surveys, or accreditation reviewsContribute to emergency policy development and revisionsRegulatory ComplianceParticipate in CARF and state licensing inspections (e.g., OHCQ, CSA)Prepare and present documentation related to safety and policingProvide requested materials to surveyors and assist in corrective actionsMaintain all required documentation in an organized and accessible formatPhysical and Working ConditionsPhysical Requirements:Extended walking, standing, stair climbingAbility to lift up to 30 lbsDriving between multiple sitesWorking Environment:Indoor/outdoor settings at residential facilitiesHigh-stress or crisis-related situations may occurFrequent interaction with individuals facing behavioral or mental health challengesRequired QualificationsHigh school diploma or GED (Associate’s or Bachelor’s preferred)Active Maryland Special Police CommissionAt least 5 years’ experience in law enforcement or securityMinimum 2 years supervisory/administrative experienceCPR/First Aid certified (or willing to obtain)Must pass background check and drug screeningFamiliarity with CARF standards preferredValid driver’s license and reliable transportationCompetenciesIn-depth knowledge of Maryland Special Police protocolsStrong leadership and supervisory skillsEmergency planning and safety compliance expertiseProfessional communication and report writingCapacity to remain calm and effective in high-pressure situations #J-18808-Ljbffr
