OverviewSerco is looking for an Industrial Security Analyst - Security Engineer at Langley Air Force Base in Hampton, Virginia. Bring your expertise and collaborative skills to support this critical this position you will oversee Physical, Personnel and Industrial Security at the ACC Distributed Training Center (DTC) located at Langley AFB, with direction and/or support from the SERCO Facility Security Officer (FSO) as well as Air Combat Command (ACC) and Air Force Logistics Command (AFLCMC/WNR). This includes coordination with the Government Security Officer (GSSO) and Contract SCI Security Officer (CSSO) and adherence to applicable security directives.ResponsibilitiesEnsure all equipment used within the DTC (e.g., faxes, copiers, shredders) meets applicable standards and is approved if required.Ensure compliance with Emanations Security (TEMPEST) and Technical Surveillance Countermeasures (TSCM) requirements.Ensure systems authorization for government network systems required for CAF DTC Mission support (e.g., NIPRNET, SIPRNET, CV2).Interpret and apply DTC Security Directives and Security Classification Guides related to Cyber Security, Physical Security and Personnel Security.Prepare preconstruction surveys and review technical drawings/blueprints for accuracy and compliance; submit preconstruction plans and Fixed Facility Checklists (FFC) for approval.Monitor all construction in the DTC to ensure it meets DODM 5205.07 Vol 3 and ICD 705 standards; prepare facility for accreditation and ensure modifications meet security requirements.Conduct self-inspections and, when deficiencies are identified, prepare and implement corrective action plans with timely closure.Serve as DTC POC for HHQ security reviews.Develop and maintain documentation for the DTC (stand-alone) and ensure personnel are familiar with and follow procedures, including:Standard Operating Procedures (SOP) – facility operating proceduresEmergency Action Plan (EAP) – safeguarding classified material in emergenciesInspection Readiness Plan – treaty compliance inspectionsOPSEC Plan – identify critical information and protective measuresTop Secret Control Officer (TSCO) responsibilities for TS material management; currently no TS material in use; conduct annual inventories as required.Identify DTC assigned employees and subcontractors for special accesses.Report known or suspected security incidents to the GSSO/CPSO and perform technical reviews of incident reports; recommend corrective actions.Assist Higher Headquarters in damage assessments when necessary.Monitor contractors to ensure adherence to security requirements.Develop, maintain, and conduct a security training program for DTC personnel.Prepare and manage visit requests for DTC activities; verify visitors have required security clearance.Be knowledgeable of export control and ITAR when foreign nationals visit the DTC.Manage day-to-day access control system operation; authorize unescorted access as needed.Perform required security container combinations changes and associated paperwork.Conduct random, no-notice entry/exit inspections.Monitor facility alarm system; respond to after-hours activations, conduct semi-annual tests, and coordinate timing with Security Forces; report malfunctions and plan compensatory security measures if required.Prepare and receipt classified material shipments entering/leaving the facility (include mail, faxes, and electronic transfers).Ensure personnel review classified holdings on a recurring basis and minimize inventories to the minimum necessary.Maintain knowledge of relevant standards and regulations (e.g., DODI 5205.11, DODM 5205.07, DODM 5105.21, DD Form 254, AFI 31-401, AFI 31-501, SAP/PوC procedures, ICD 705).Conduct initial, annual, and other recurring security training; may develop training materials and lesson ply with industrial security standards.QualificationsOne of the following:Bachelor’s degree with a minimum of 5 years of industrial security experienceMaster's degree with a minimum of 3 years of industrial security experienceActive U.S. Department of Defense (DoD) Secret security clearance with the ability to obtain Top Secret / Sensitive Compartmented Information (TS/SCI) and Special Access Program (SAP) eligibilityMust be able to work on-site at Langley Air Force Base in Hampton, VirginiaMust be able to travel as needed (up to 10% of the time)Additional desired experience and skills:Security Professional Education Development (SPēD) CertificationActive TS/SCIHow to applyIf you are interested in supporting and working with our military and a passionate Serco team, submit your application now for immediate consideration.
