The United States Border Patrol (USBP) is the mobile, uniformed law enforcement arm of the U.S. Customs and Border Protection (CBP) within the Department of Homeland Security (DHS) responsible for securing U.S. borders between ports of entry. The USBP Program Management Office Directorate (PMOD) is responsible for planning, managing and supporting the acquisition and operations of the capabilities, technologies and services needed to accomplish the USBP mission.USBP currently has multiple Network Operations Centers/ Security Operations Centers throughout the continental United States. USBP PMOD requires Network Engineering expertise at the headquarters level to provide acquisition and operational technical support to these centers. Network engineers will work with other engineers and subject matter experts to support the client/'s program management office (PMO), which is responsible for developing programs of record (PORs) and the acquisition and deployment of technologies and systems to protect the nation/'s borders.From program planning and market research to trade studies, requirements definition, engineering analysis, IT technical design analysis, decision support, and program execution assistance, these individuals will apply sound systems engineering principles and ensure that DHS and CBP directives, policies, and processes are followed, and the client/'s objectives are met.Role and ResponsibilitiesNOCUnderstanding of circuit types and general bandwidth per typeKnowledge (understanding) of Network TopologiesKnowledge of various operating systems (Windows and Linux)Understanding of network device types, especially firewalls, routers, switches and Wide Area Network (WAN) Optimizer appliancesAbility to understand and assist with network design diagrams to better support the program and overall understanding of network activitiesGood people skills to work with Enterprise Networks and Technology Support Directorate (ENTSD) and Field Support Directorate (FSD) technical staff to answer questions about the program needs and work through plan and work discussions to meet specific system needsUnderstanding of Virtual Route Forwarding (VRF), Virtual Private Networks (VPNs) and other network security capabilities available for potential system useSOCUnderstanding of system Assessment and Authorization (A&A) requirements for a federal government systemUnderstanding of vulnerability scanning tools and activities necessary to resolve findingsGood people skills to work with the Information System Security Officer (ISSO) for the program to understand and resolve ongoing security findings for the system including creating and resolving Plan of Action and Milestones (POA&Ms) as neededUnderstanding of penetration assessment activities (Blue Team/Red Team) for systems to act as a liaison with the ISSO to document, schedule and manage these engagements as neededUnderstanding of Security Technical Implementation Guides (STIGs) and their use to securely configure servers and workstationsUnderstanding of software patching and continuous monitoring concepts to work with the ISSO to ensure these activities are successfully implemented for the system componentsQualifications and Education Requirements10+ years of relevant experience and a STEM BS degree or 5 years relevant experience and a MS degree in network/computer engineeringFamiliar with DHS or DoD Acquisition Lifecycle Framework (ALF)Experienced in requirements analysisExperience in developing engineering plans, trade studies, CONOPS documents, and decision papersIndividuals with good technology, network and security understanding and the soft skills to work with others to get technical things done correctly.Cisco Certified Network Associate (CCNA) preferred but not requiredCertified Information Systems Security Professional (CISSP) preferred but not requiredAdditional NotesAll position require eligibility to acquire CBP BI, for which you must be a U.S Citizen.Highly Preferred: Active U.S. Customs and Border Protection (CBP) BITravel within the United States is required.Modern Technology Solutions, Inc.
