OverviewSenior Associate General Counsel / Staff Attorney 3 role at Minnesota Department of Human Services. This position involves researching and providing legal advice and strategies to assigned DHS Office of Inspector General (OIG) units, with focus on Medicaid program integrity and Home and Community Based Services programs, including waivered services.The work supports regulatory and enforcement units, and requires strong legal research, analysis, and writing skills, along with ability to advise executive leadership on diverse human services and data privacy matters.ResponsibilitiesResearch, analyze, and provide legal advice and strategies to assigned OIG business units, and to DHS staff and counsel whose work intersects with OIG.Advise on statutes and rules under the OIG’s jurisdiction, with emphasis on Medicaid program integrity investigations and audits related to Home and Community Based Services providers.Support investigations and audits across Home and Community Based Services, including Day Support Services, Home Care Services, Housing Stabilization Services, Personal Care Assistant, Community First Services and Supports, 24-hour Customized Living, and other related municate effectively with internal and external stakeholders; provide guidance on complex human services and data privacy matters; assist in developing and implementing business processes to improve efficiency.QualificationsJD degree from an ABA-accredited law school; current Minnesota license in good standing to practice law.At least five (5) years’ experience as a practicing attorney in a related area of law.Strong legal research, analysis, and writing skills; ability to build and maintain relationships with stakeholders; ability to provide legal advice to executive leadership on complex matters.Experience across multiple areas of law, including administrative, civil, or criminal litigation related to this position.Preferred QualificationsSubject matter expert in administrative law related to DHS programs; experience with contracts, interagency agreements, and the False Claims Act; familiarity with CJIS Security Policy and Medicaid program integrity regulations.Experience advising a government agency; ability to articulate agency goals and develop work plans; strong analytical and communication skills; ability to convey legal concepts to non-legal audiences.Ability to analyze data to identify redundancies and inefficiencies; experience implementing process improvements; composure under pressure and commitment to equity, inclusion, and collaboration.Additional RequirementsBackground investigation including criminal, reference, and fingerprint checks; CJIS Security Awareness training within 3 business days of start and annual certification renewal.How to ApplySelect “Apply for Job” at the top of this page.
