OverviewThere are three positions located in the Chief Technology Office Technology Operations Division. The Chief Technology Officer is responsible for providing information technology services for all FSA systems, promoting the effective and secure use of technology to achieve FSA's strategic objectives through sound planning, investments, integrated technology architectures and standards, effective systems development, production support, and cybersecurity services.DutiesAs an Information Technology Specialist (ENTARCH) "Infrastructure and Database Engineers", GS-2210-14, you will be responsible for:Developing network solutions for all assigned networks, e.g., Federal Taxpayer Information Infrastructure, Next Generation Data Center, Next Generation Data Center cloud, and conducts technical analysis, plans local area networks (LANs) and wide area networks (WANs) architecture, aligning IT network strategy plans, and systems with the mission goals, structure, and processes of the agency. Making recommendations regarding optimization commercial MTIP and MPLS lines and advances configuration parameters which enhance network security.Performing assessments which typically involve extensive coordination and have a substantial effect outside the agency. Providing recommendations and work products associated with long-range plans, forecast program requirements, development of measurement concepts, and resolution of critical problems concerning the program objectives. Managing network assets and overseeing the maintenance of network inventory through reviews of orders and requested changes, revisions of inventory records, and technical validation of invoices.Developing and maintaining business, systems, and information processes to support enterprise mission needs; developing information technology (IT) rules and requirements that describe baseline and target architectures (Securely Provision). Serving as an FSA technical expert providing recommendations for architectural oversight, management, and implementation of network services for FSA to deliver services or in the data processing of Title IV aid programs.Building new applications principally in the Cloud and moving legacy data center applications to the cloud. Engaging with technology leaders, business partners, and contractors who ensure operational requirements and needs are being met. Inputting design and technical documentation, reviewing final documentation, and through leadership, ensuring an enterprise network operations engineering framework is being met.RequirementsRelocation will not be paid.Males 18 and over must be registered with the Selective Service.Must be a US CitizenYou may be subject to serve a one-year probationary period.Must complete a Background Investigation and Fingerprint check.QualificationsMinimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialized experience below.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:Experience as an individual contributor in a multi-disciplinary project involving the design, development, and implementation of a new system or a major enhancement to an existing IT system.Experience serving as an engineer or senior software developer, overseeing internal and external software development, testing, integration, and operation.Experience communicating technical concepts to non-technical audiences and translating business requirements into technical user stories.Basic Experience RequirementsYou must possess IT related experience demonstrating each of the four competencies listed below.Attention to Detail - Is thorough when performing work and conscientious about attending to detail.Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve problems, or satisfy expectations; knows about available products and services.Oral Communication - Expresses information to individuals or groups effectively, considering audience and information nature.Problem Solving - Identifies problems, evaluates information, and makes recommendations.Knowledge, Skills, and Abilities (KSAs)The KSAs for Information Technology Specialist (ENTARCH) GS-2210-14 are measured through the occupational questionnaire. The following KSAs are anticipated to be assessed:Knowledge of enterprise architecture and project management principles to develop and maintain organization-wide IT standards.Skill in evaluating and improving IT systems and programs using quantitative and qualitative methods.Ability to provide technical guidance and maintain secure, high-availability data center and network infrastructure.Knowledge of advanced IT concepts and practices to develop and interpret strategies, policies, and service delivery.Ability to analyze, design, implement, and manage enterprise IT frameworks that align technology with organizational goals.Skill in communicating, presenting, negotiating, and collaborating effectively across diverse perspectives.EducationEducation cannot be substituted for experience for this position and grade level.
