OverviewMTSI is seeking a Senior Technical Program Manager (TPM) with a TS/SCI clearance to provide support to a Government Program Management Office/Program Manager (PMO/PM) at Joint Base Anacostia-Bolling, DC. The Senior TPM will provide project management, acquisition support, and technical oversight of customer development efforts. The Senior TPM will assist the PMO with the creation and coordination of cost, schedule, and contracts documentation and assist with the planning and execution of multiple technology development efforts. This individual will be responsible to interpret and tailor application of directives and regulations; and to ensure that high-quality, affordable, supportable, and effective products are developed, produced, and sustained throughout the addition, the individual will provide technical and programmatic advice and support services on enterprise IT systems, command and control systems, and computer processing-related technologies and programs. This position may entail travel up to 25%, as required by the Government.ResponsibilitiesProvide project management, acquisition support, and technical oversight of customer development efforts.Perform project management duties to ensure efficient execution of assigned efforts.Work closely with program managers, lead project engineers, contracts, finance, and program teams.Maintain awareness of day-to-day issues and plan/prepare for significant project events.Assist in the full spectrum of actions required to award contracts and contract modifications, including pre-award documentation, support of source selection activities, and post-award support.Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.Assist in program office surveillance of prime and subcontractor performance; assist in determining program progress and communication recommendations to the Government.Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies and project planning, and the transition of program execution to the appropriate Program Executive Officer.Develop and communicate roadmaps for programs and associated technologies and product lines.Develop integration plans and procedures and organize resources to facilitate program transition activities.Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation.Provide technical support to the entire project team and provide status updates to the Government leadership team.Assist the program office in complying with tasks related to JCIDS, CONOPS, architectural views, security accreditations and certifications, acquisition reports, program management agreements, and memorandums of agreement.Assist with identifying and mitigating risks to technology development projects.Create and coordinate DD 254s with the program staff and industry.Participate in working groups and team planning offsites.Establish trusted and influential relationships with customers, suppliers, and other stakeholders.Work both individually and with broader engineering, program management, and security teams.Qualifications10-15 years acquisition experience with at least:Experience working Department of Defense (DoD) acquisition projects.Experience working DoD acquisition programs including contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, and assisting with creation of Statements of Objectives and Statements of Work for research and development (R&D) activities.Experience working on classified and/or special access programs.Self-starter, thrives in a dynamic environment, can accomplish high-level tasks independently, skilled in problem definition, and collaborates with senior leaders.Knowledge of military platforms, systems, and operations, as well as networking, communications, and datalinks.Experience with collaboration tools including Confluence and/or Jira.Strong interpersonal skills; capable of developing briefings and reports accurately summarizing program performance for senior DAF and OSD leadership and other DoD offices.Extensive acquisition and contract management experience, monitoring program execution and integration of complex programs and systems, and applicable Federal Acquisition Regulations.Education: A minimum of a BS degree in Engineering or related technical discipline is required.Desired SkillsAdvanced degree (MS/PhD) in Engineering or related technical discipline.Active Project Management Professional (PMP) certification or DAWIA certification (Level II/III).Knowledge of the Air Force Life Cycle Management Center's framework, directives, and policies.Experience providing technical support to DoD technology development efforts.Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects.Clearance RequirementsActive Top-Secret clearance with SCI and SAP eligibility.At least 12 months of Special Access Programs (SAP) experience within the last 3 years.Please Note: U.S. Citizenship is required for this position, due to contract requirements.Additional NotesOccasional travel may be required to government and industry locations.MTSI is an Equal Opportunity employer.
