Together we can reinforce a culture of respect, integrity, accountability, and transparency.Position SummaryResponsible for grants accounting and management and the overall implementation of the finance and administration procedures. Ensure financial and administrative policies and procedures are in accordance with Project HOPE's policies and funding source requirements. Act as mentor and supervisor to junior colleagues and provide on job training to help them grow and build their capacity.ResponsibilitiesAccounting and Finance Management :Supervise and ensure that the day-to-day accounting operations and financial management functions in HQ and field offices are performed in accordance with internal policy and procedures. Ensure that all costs charged to the projects are allowable and allocable as per donor regulations. Ensure no charges are made on closed projects as well as costs are allocated to correct accounts.Supervise monthly closing process ensuring that deadlines are met.Supervise and train less experienced colleagues in accounting practices and make sure they receive required knowledge.Direct the preparation of all financial reports for internal and external purposes in respect to accounting, legal and contractual requirements.Leading on monthly review of expenditures and cash forecasting with the field team to ensure accurate budget projections and timely requests for cash; coordinate variance analysis discussion and documentation.Explore and suggest possible improvements in reporting and analyses process that can further improve field and HQ work, to comply with required donors and internal reports / analyses.Review grant document, ensure that grant document terms are communicated with Field Team; provide comments for new grant agreements and grant amendments.Review project procurement documentation above $20K and make sure that it is in accordance with PH's policies and Donor's regulations. Communicate review with Logs and the field team as applicable.Budgeting :Prepare budgets; work closely with Regional Finance Director and Field team on development of budgets and budget modifications.If needed, work with relevant department in developing new processes for budgeting (Field Finance, Program Managers, Country Director)Present and facilitate review of actual to budget expenditures with the field team.Other :Monitor if field operates in compliance with local taxes; make sure that Compliance with Local Laws, Cash handling procedures as well as Country Manuals are up to date and available.Monitor exchange rate fluctuations and its effect to program implementation / budget spend out.Sub award management, participation in review of progress reports and approval of budget revisions. Make sure sub awardees are paid in a timely manner.Supervise and coordinate Internal and External AuditsOversee year-end closing activities such as accruals, fixed asset inventories.Field visits when necessaryOther duties as assigned.Minimum QualificationsBA / BS in Accounting preferred or equivalent years of experience.Minimum of 3-5 years' experience in general ledger, financial accounting, preferably not-for-profit, project, or government funding.Must have intermediate level knowledge of Excel (pivot table, look-up).Demonstrated ability to use large scale automated accounting systems, knowledge of QuickBooks a plus.Direct experience in performing and reviewing fund and account balance reconciliations as well as preparing and reviewing ledger entries, adjustments, and accruals.Experience in preparing materials for and responding to end-of-year audits.Experience in creating or modifying accounting or reporting procedures and policies to ensure proper financial control and data integrity.Demonstrated analytical and problem-solving skills.Experience in preparing and / or reviewing financial statements, including variance analysis, as well as the ability to explain these to persons with little financial acumen.Ability to work well under pressure, organize and set priorities, meet deadlines, handle multiple tasks simultaneously.An ability to establish and retain effective working relationships with other staff and to communicate clearly and effectively, both orally and in writing.Physical Demands and Work EnvironmentThe physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
