OverviewExecutive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.Our Mission: We provide technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes.About the RoleWe are seeking an experienced FinOps Manager to lead our cloud financial operations strategy and practices. EOTSS is a multi-cloud user overseeing over $20 million in the cloud space. This role will be responsible for driving financial accountability, optimizing cloud spending, and bridging the gap between finance, engineering, and business teams. The ideal candidate has a strong background in cloud cost management, financial planning, and cross-functional collaboration.This position is a full-time contract opportunity. The primary work location for this role will be at 1 Ashburton Place, Boston, Massachusetts, 02108. The work schedule for this position is Monday through Friday, 9:00 AM – 5:00 PM.This position would be expected to follow a hybrid remote model of reporting to work that combines in-office workdays and work from home days as needed.Key ResponsibilitiesCloud Cost Optimization: Monitor, analyze, and optimize cloud usage and costs across AWS, Azure, GCP, and other platforms.Budgeting & Forecasting: Partner with finance and engineering teams to create accurate cloud budgets, forecasts, and variance analyses.Reporting & Insights: Develop dashboards and reports that provide transparency into cloud spend and usage trends.Governance & Policy: Implement cost controls, tagging strategies, and cloud governance frameworks to ensure accountability.Collaboration: Act as a liaison between finance, product, and engineering teams to align cloud usage with business priorities.Tooling & Automation: Evaluate and manage FinOps tools and automate reporting/alerts.Education & Enablement: Build awareness and train teams on cloud cost best practices, driving a culture of cost-conscious decision-making.Vendor Management: Partner with cloud providers to negotiate discounts, manage commitments, and maximize contract value.Preferred Skills, Knowledge, and AbilitiesAt least five (5) years of experience in cloud financial management, FinOps, or a related field.Hands-on experience in financial planning, analysis, and cost optimization strategies.Strong understanding of cloud economics, pricing models, and billing structures.Proficiency with cloud cost management platforms and BI/reporting tools.Ability to take initiative and lead the creation of cloud cost management best practices and benchmarksStrong analytical skills with the ability to translate data into actionable insights.Excellent communication skills and ability to work cross-functionally.FinOps Certified Practitioner or Advanced certification preferred.Seniority levelAssociateEmployment typeContractJob functionInformation Technology and FinanceIndustriesInformation Technology & Services and Government Administration #J-18808-Ljbffr
