The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $98,662 per year to $159,956 per year, based on the candidate’s qualifications and experience.WHO WE AREDepartment of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing; maintain existing housing in a safe and sanitary condition; preserve the safety and quality of residential and commercial areas; ensure fair and equitable relations between landlords and tenants; and support the success of common ownership communities: all with a focus on reducing racial inequities and climate change impacts.WHO WE ARE LOOKING FORThe Department of Housing and Community Affairs is currently recruiting for a Licensing and Registration Manager to administer, manage, and supervise our Licensing and Registration team. We are seeking a dedicated individual with experience and skills in policy development, strategic planning, project management, and budget planning and development. The role requires significant attention to detail and strong managerial and communication skills to effectively lead the Licensing and Registration team.The Licensing Manager oversees Montgomery County’s rental housing licensing programs, including surveys, applications, renewals, and fee collection. The role involves supervising staff, coordinating with County agencies, managing budgets and revenue, and ensuring compliance with rental housing codes and regulations. The Manager provides policy analysis and recommendations, represents DHCA in hearings and meetings, and develops strategies, processes, and systems to support program effectiveness and regulatory compliance.ResponsibilitiesCollects revenues through the annual license applications and renewals, manages the annual rental housing survey, develops and manages program budgets and revenue projections, and makes key decisions for the licensing and registration unit.Plans strategic activities and execution of relevant regulations and laws impacting the licensing and registration unit.Recommends the implementation of strategies and approaches for programs that intersect with the licensing unit.Defines operating processes and procedures to support the consistent and timely implementation of laws and regulations. Determines the business rules, requirements, and systems that ensure compliance with all appropriate governing requirements.Serves as the licensing and registration expert, ensuring cross-functional interdependencies are defined and addressed when program changes are proposed and/or implemented.Manages the licensing and registration processes for rental housing, including multifamily properties, single-family rental units, condominiums, accessory dwelling units, common ownership communities, and bed-and-breakfast and short-term residential rentals.Works closely with other programs in DHCA on issues intersecting rental housing licensing and registration issues, as well as with other County agencies like MC311, the Office of County Attorney, Finance, Office of Management and Budget, the County Council, community organizations, and many others.These duties may vary on a day-to-day basis depending on the specific needs of the program.Some evening and weekend hours may be required.QualificationsEducation: Graduation from an accredited college or university with a Bachelor’s DegreeExperience: Five (5) years of progressively responsible professional experience in a field related to urban planning, finance, project management, and/or administration of county, state, and local housing laws.Equivalency: An equivalent combination of education and experience may be substituted.PreferencesPreference for interviews will be given to applicants with expertise or experience in the following:Administering residential rental facilities licensing laws, for apartments, condominiums, single-family, accessory dwelling units (ADUs), and short-term rentals.Registering housing units within Common Ownership Communities (COC).Managing staff customer service standards for providing informational responses to the public and collecting required information and payments from license applicants.Financial oversight, budget preparation, procurement, human resources, grant, and contract development.Managing consultants and activities that use federal, state, and local funds, while ensuring compliance with all relevant laws and regulations.Creating and implementing action plans, including designing surveys and performing data analyses.Public speaking and collaborating with elected and appointed officials, managers, public and private sector representatives, businesses, and community groups to present information and garner support for recommendations.Leading a team of professional and/or union-represented staff members on diverse and complex projects. #J-18808-Ljbffr
