Job Description:Short Description:11-15 years of experience. Provides assessments of technical and operational practices based on leading industry standards specific to the requested plete Description:The Contractor shall provide an RF Engineer with at least five years of experience working at a Public Safety Answering Point (PSAP). The RF Engineering Consultant will be responsible for working with Land Mobile Radio (LMR) systems, software, and programs. Responsibilities include designing and testing radio code plugs, validating radio and system performance, and evaluating new communication devices.The RF Engineering Consultant will perform technical work in the field of LMR and wireless communications system engineering, design, and implementation. Duties include program review, ensuring compliance with licensing regulations, requirements gathering, design review, change management, and final system acceptance. Additional responsibilities include RoIP system engineering and radio code plug design/programming. The consultant will conduct short and long-term planning to meet communication requirements and perform hardware/software analysis to compare performance characteristics within the existing systems environment.Day-to-Day Tasks:Support Motorola subscriber radio updates and trackingDevelop agency codeplugsSupport and complete agency programming requestsManage and coordinate encryption and OTAR upgradesDevelop radio training materials for internal and external usersCreate technical guidelines for radio useDevelop In-Building Wireless (IBW) approval criteriaReview IBW proposals for compliancePerform field surveys of BDA installationsTroubleshoot IBW network interference issuesInvestigate IBW network coverage issuesSupport OUC radio operationsContract Responsibilities:Assess technical and operational practices based on industry standards for the requested technology.Plan, organize, and conduct research supporting IT initiatives.Perform research using various sources including internet, literature, and media.Analyze data and prepare reports for professional use.Skills and Experience:11-15 years as SME in complex enterprise projects. Required: 11+ yearsMaster’s degree in IT or related field, or equivalent experience. Required5 years of experience working in a PSAP. Required3 years of interoperable radio experience. Required3 years of Land Mobile Radio experience. Required3 years of radio network coverage and interference analysis. Required3 years of RF engineering tools experience, including Wizard and drive test tools. Required2 years developing fleet maps, code plugs, and programming radios for public safety. Required3 years managing Motorola User Configuration Manager. Required3 years troubleshooting wireless systems, including cell, microwave, LMR, UHF. Required3 years experience with public safety infrastructure. Required3 years experience with P25 radio networks. Required3 years knowledge of public safety communications and interoperability. Required1 year experience with LTE and WiMAX standards. Required3 years knowledge of PSAP operations. Required6 years of wireless communications experience, combining theory and practice.
