OverviewLicensing and Registration Manager, Grade M3. The Department of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing; maintain housing in a safe condition; preserve safety and quality of residential and commercial areas; ensure fair and equitable relations between landlords and tenants; support the success of common ownership communities; with a focus on reducing racial inequities and climate change impacts.What You'll Be DoingThe Licensing Manager administers, manages, and supervises the Licensing and Registration team. The role requires experience in policy development, strategic planning, project management, and budget planning and development. The manager will lead with attention to detail and strong managerial and communication skills to effectively lead the Licensing and Registration unit.Oversee Montgomery County’s rental housing licensing programs, including surveys, applications, renewals, and fee collection.Supervise staff, coordinate with County agencies, manage budgets and revenue, and ensure compliance with rental housing codes and regulations.Provide policy analysis and recommendations, represent DHCA in hearings and meetings, and develop strategies, processes, and systems to support program effectiveness and regulatory compliance.Collect revenues through annual license applications and renewals; manage the annual rental housing survey; develop and manage program budgets and revenue projections; make key decisions for the licensing and registration unit.Plan strategic activities and execute relevant regulations and laws impacting the licensing and registration unit.Recommend and implement strategies for programs that intersect with the licensing unit; define operating processes and procedures to ensure timely implementation of laws and regulations; determine business rules, requirements, and systems for compliance.Serve as the licensing and registration expert, addressing cross‑functional interdependencies when program changes are proposed or implemented.Manage licensing and registration processes for rental housing, including multifamily properties, single‑family rental units, condominiums, ADUs, common ownership communities, and bed‑and‑breakfast/short‑term rentals.Collaborate with other DHCA programs and with County agencies (e.g., MC311, Office of County Attorney, Finance, OMB, County Council) and community organizations on licensing and registration issues.These duties may vary day to day depending on program needs.Minimum QualificationsSome evening and weekend hours may be required.Education: Graduation from an accredited college or university with a Bachelor’s Degree.Experience: Five (5) years of progressively responsible professional experience in a field related to urban planning, finance, project management, and/or administration of county, state, and local housing laws.Equivalency: An equivalent combination of education and experience may be substituted.Preferred Criteria / Interview PreferencesPreference for interviews will be given to applicants with expertise or experience in the following:Administering residential rental facilities licensing laws for apartments, condominiums, single-family, ADUs, and short‑term rentals.Registering housing units within Common Ownership Communities (COCs).Managing staff customer service standards for providing informational responses to the public and collecting required information and payments from license applicants.Financial oversight, budget preparation, procurement, human resources, grant, and contract development.Managing consultants and activities that use federal, state, and local funds, ensuring compliance with all relevant laws and regulations.Designing surveys, data analyses, and action plans.Public speaking and collaboration with officials, managers, public and private sector representatives, businesses, and community groups to present information and garner support for recommendations.Leading a team of professional and/or union‑represented staff on diverse and complex projects.Important InformationThe Office of Human Resources (OHR) reviews the minimum qualifications of all applicants based on the information in the application/resume for this position.
