Job OverviewThe George Washington University Police Department is seeking a highly motivated individual for the position of Investigations Lieutenant, Detective Unit. The department is committed to encouraging professional growth and development of its officers and takes a progressive approach to promote public safety and community engagement centered on its core values of accountability, trust, and transparency.Job Description SummaryReporting to the Police Captain for Operations, the Police Lieutenant, Detective Unit leads, directs, and manages the daily investigative and threat assessment activities and operations within the George Washington University Police Department. The Police Lieutenant also serves as the University Clery Compliance Coordinator and is an integral part of the leadership team that manages all public safety functions for the University. Under the general direction of the Captain, the Police Lieutenant, Detective Unit manages the daily operations and administration of Detective Unit functions. The Police Lieutenant oversees deployment planning, incident and crisis issues, supervisory and line training and scheduling. This position also plays a vital role in recruitment and hiring, developing goals for ongoing guidance, training in supervision, leadership, personnel evaluation, and tactical response, and establishing an emphasis on campus and community engagement for an increased community policing focus.Primary ResponsibilitiesDetective Unit: Manage the day-to-day operations of the Detective Unit, including scheduling, assignments, evaluations, and distribution of responsibilities.Conduct and oversee all investigations, including criminal, non-criminal, and behavioral threat assessment investigations.Ensure the division utilizes a trauma-informed approach to investigations.Conduct and oversee investigations involving complaints against the Division of Safety & Facilities and the GWPD.Emphasize crime scene skills, handling and processing digital evidence and crime analysis; stay current with latest trends and approaches.Partner with Human Resources during investigations involving GWPD Officers and personnel.Establish and maintain effective working relationships within the Division of Safety & Operations, GWPD, the university community, and outside public safety agencies.Ensure observed policies and procedures from the Human Resources office and GWPD are properly observed and enforced.Review police reports to ensure elements of the crime are present and classifications are accurate.Assist with maintaining investigative files and reports on persons arrested or barred from the university.Advise the Captain on matters of importance and significant events in the Investigation and Threat Assessments Unit.Review and forward investigative reports and threat assessments to the Captain as prepared by organizational elements under the Operations Branch.University Clery Compliance CoordinatorServe as the University Clery Compliance Coordinator for GWU, ensuring university compliance with the Jeanne Clery Act, including timely warnings, emergency notifications, annual reporting, and policy alignment.Clery Act Compliance Management: ensure compliance across all aspects of the Jeanne Clery Act.Annual Security Report (ASR): responsible for preparation, publication, and distribution, including data collection and ongoing log maintenance.Campus Security Authority (CSA) Coordination: develop and provide Clery Act training programs and ensure regular training for all CSAs.Clery Act Training and Knowledge: maintain ongoing knowledge of regulatory changes to ensure university compliance.Threat Assessment TeamManage the GW Threat Assessment Team Program as the primary point of contact for threat assessments and for external law enforcement agencies and GW departments as designated.Lead investigations assigned to the Detective Unit, including criminal and behavioral threat assessments, internal investigations, and assignment of follow-ups.Coordinate with external law enforcement agencies and other entities regarding Threat Assessment matters.Participate in developing and recommending an annual budget for the Investigations and Threat Assessments Unit.Additional ResponsibilitiesPerform duties as assigned by the Police Captain, Operations.Provide training to patrol officers in preliminary investigations techniques, interview techniques, and report writing.Train and mentor detectives in investigation techniques, use of investigative technology, and investigative databases.Ensure incident reports and arrest activities are properly documented; assess staff development needs; provide 24-hour on-call coverage for serious incidents.Participate in special covert operations, if needed.Perform other related duties as assigned. This includes duties logically related to the position if specific duties are omitted.Minimum QualificationsQualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 6 years of relevant professional experience, or a Master’s degree or higher in a relevant area of study plus 4 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.Additional Required Licenses/CertificationsPossession of a District of Columbia Special Police Commission or the ability to obtain a commission within 120 days of employment.Prior to employment, successful completion of a physical, drug screen and mental examination approved by the University Police Department.Police Officer Standards & Training (P.O.S.T) police training academy certification with a minimum of 700 training hours.Must have a valid driver’s license and be eligible to drive GW vehicles as per University requirements.Preferred QualificationsBachelor’s degree in a public safety discipline or related field is preferred.6 years of progressive experience in law enforcement including conducting, directing, and managing protective and patrol services and operations.Minimum of 4 years of experience conducting criminal investigations.Experience with crime scene skills, digital evidence and crime analysis is preferred.Proficient knowledge of criminal law, rules, and the Clery Act; university or nonprofit environment experience is strongly preferred.NACCOP Certification/Clery Center CATS Training preferred.Excellent communication, organizational, and interpersonal skills.Hiring Range$82,689.32 - $133,900.32Job DetailsCampus Location: Foggy Bottom, Washington, D.C.College/School/Department: Division of Safety and OperationFamily: Safety and FacilitiesSub-Family: Campus Police - AdministrativeStream: ManagementLevel: Level 2Full-Time/Part-Time: Full-TimeHours Per Week: 40Work Schedule: Mon-Fri, 8-5 with flexibility for nights and weekendsOnsite: Yes; Essential onsiteTelework: NoRequired Background Check: Criminal History Screening, Education/Degree/Certifications Verification, Social Security Number Trace, and Sex Offender Registry SearchSpecial Instructions: Attach Federal Law Enforcement Training Center (FLETC) or POST certificate in other documents section, along with resume and cover letter.
