POSITION SUMMARY: Provides primary administrative technical support to the Internal Affairs Division. STARTING SALARY HIRING RANGE: $23.87 - $25.35 $49,650 - $52,728 CLASS DESCRIPTION: Performs advanced technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically involves administrative support, technical tasks and secretarial work assisting legal staff or an executive level government official. Applies bookkeeping, accounting and data processing principles to accounting and financial record keeping and reporting systems at the advanced technical level. Work at this level may also include independent responsibility for a significant administrative or clerical clude the following. Other related duties may be assigned. * Works and cooperates with co-workers and supervisors at all levels. * Learns and performs all essential job functions accurately. * Axon Standards Administrator - Enter and maintain data control access in the reporting system for internal investigation files, departmental collision files, and use-of-force incident files. Analyze the data to identify trends and prepare reports for the IAD Commander and the Office of Law. Provide the IAD Commander with alerts from the Early Identification System. * Provide various administrative support for Trial Board hearings, including organizing and preparing documentation such as affidavit letters, witness summonses, penalty notifications, charging documents, hearing board findings, statements of facts, summaries of punishment, waivers of rights, exhibit lists, and relevant General Orders. * CALEA Standards - Responsible for 27 accreditation standards assigned to IAD. Meet with CALEA Coordinator and Assessors as needed. * Compile and submit quarterly and annual reports to the Governor's Office of Crime Prevention and Policy on use-of-force incidents, the Deaths in Custody Reporting Act, and deaths involving law enforcement officers. * Coordinates and produces the HCPD IAD Annual Report. * Act as liaison with Office of Law in handling Interrogatories, Discovery, etc. streamlining trial board processes, maintain information on pending litigation cases, and provide information as needed. * Serve as receptionist for the IAD office, including answering phones, receiving citizen complaints, preparing general correspondence, submitting maintenance and repair requests, and opening and distributing mail. * Process IA information requests by performing comprehensive file reviews to support annual evaluations, employment verifications, letters of good standing, background checks, Giglio requests, LEOSA compliance, and internal recruitment processes. * Handle purchasing for the division and prepare fiscal documentation to support purchasing and other fund expenditures. SUPERVISORY RESPONSIBILITIES: There are no supervisory responsibilities associated with this position.Associate Degree and two (2) years of related experience or equivalent combination of education and experience. PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: * Proficiency in use of Microsoft Office software. * Knowledge of County Administrative procedures; Howard County Police Written Directive/General Orders, Law Enforcement Officer's Bill of Rights & Police Accountability and Discipline Act , and Police Internal procedures. * High level of personal integrity and professionalism.
